Deputy Chief Minister Surinder Choudhary introduced the resolution during a special session, which began with a two-minute silence to honor those who lost their lives in the April 22 attack.
“The Legislative Assembly of Jammu and Kashmir reiterates its steadfast commitment to nurturing an atmosphere of peace, development, and inclusive prosperity for all residents, while resolutely opposing the malicious intentions of those who aim to disrupt communal harmony and hinder the advancement of both the nation and Jammu and Kashmir,” the resolution stated.
The Deputy Chief Minister expressed to the House, “This Assembly conveys its profound shock and anguish over the inhumane attack on innocent civilians in Pahalgam on April 22. This Assembly unequivocally condemns this heinous, cowardly act that resulted in the loss of innocent lives,” he remarked.
“Such acts of terror represent a direct attack on the principles of Kashmiriyat, the values embedded in our Constitution, and the spirit of unity, peace, and harmony that have traditionally defined Jammu and Kashmir and our country. This Assembly stands in complete solidarity with the victims and their families,” the resolution emphasized.
“We extend our sincere condolences to those enduring irreparable losses and affirm our collective determination to share in their sorrow and support them in their time of need.”
The resolution also recognized the ultimate sacrifice of pony ride operator Syed Adil Hussain Shah, who lost his life while attempting to shield tourists from the terrorist assault. “His bravery and selflessness epitomize the true essence of Kashmir and shall serve as an everlasting inspiration for future generations. This Assembly commends the people of Kashmir and Jammu for their remarkable display of unity, compassion, and resilience following the attack.”
“The peaceful protests across towns and villages, and the spontaneous outpouring of moral and material support for tourists, reaffirm the community’s unwavering commitment to peace, communal harmony, and the rule of law,” the resolution noted.
It also acknowledged the Assembly’s endorsement of diplomatic actions announced by the Centre after a meeting of the Cabinet Committee on Security, held a day following the attack.
“This Assembly is aware of the sinister agenda behind the selective targeting of the victims of this incident. It urges all segments of society, particularly the media, not to succumb to this malicious scheme by irresponsibly inflaming emotions. The importance of maintaining unity in the face of this divisive attempt cannot be overstated,” the resolution further stated.
The resolution called upon all states and Union territories to ensure the safety, dignity, and welfare of Kashmiri students and residents traveling or residing there, and to implement all necessary measures to prevent harassment, discrimination, or intimidation.
