In response to inquiries from the Karnataka State Cricket Association (KSCA) and the Under Secretary of the DPAR regarding the arrangement of a celebration on the grand steps of Vidhana Soudha, DCP M.N. Karibasavana Gowda conveyed his concerns in a detailed three-page letter.
The DCP emphasized that RCB supporters could potentially number in the lakhs. Given the hastily organized nature of the event at a high-profile location, he expressed that ensuring adequate security would be challenging due to a shortage of personnel and resources.
He stated, "The Vidhana Soudha building is a crucial installation. Although a request for CCTV cameras has been made for the area, they have yet to be installed. Given the expected large turnout, the installation of surveillance is essential to prevent any security breaches."
The DCP underscored that the expansive RCB fan base necessitates additional officers and personnel from outside jurisdictions, which requires time to arrange. He also highlighted the importance of coordinating with units responsible for law enforcement and traffic management, particularly given the limited time frame.
The letter further addressed the potential use of drone surveillance and the necessity for an anti-drone system.

The order further stated that the CEO of RCB had notified the Commissioner of Police, Bengaluru City on June 3 regarding the planned victory parade and celebrations on June 4.
