Navas, the individual who initiated a public interest litigation (PIL) contesting the appointment of former Finance Minister Dr. Thomas Isaac as an advisor to the Kerala Knowledge Economy Mission (KKEM).
The court noted, “Following a prior directive, the petitioner submitted an additional affidavit. He states that he is a driver and possesses basic literacy. He also claims to be an RTI activist -- whatever that entails. The government attorney's counsel is instructed to assess the additional affidavit and submit a report. The minimum expectation is for the PIL petitioner to comprehend the content and complexities contained within the petition.”
The court expressed doubts regarding the petitioner's qualifications and ordered an investigation into his educational and employment history. While examining the affidavit, the court commented, “This type of PIL needs to cease. An inquiry must be conducted.”
Navas’ PIL accused the KKEM of procedural irregularities under the program Vijnana Keralam, aimed at generating job opportunities for the educated populace.
