Will Kharge's Call Lead to Restoration of Expunged Remarks by RS Chairman?
Synopsis
Key Takeaways
New Delhi, Feb 13 (NationPress) A heated debate unfolded in the Rajya Sabha on Friday as the Leader of Opposition (LoP), Mallikarjun Kharge, urged Chairman C.P. Radhakrishnan to reinstate parts of his comments that had been expunged from the official records.
The issue emerged from Kharge's speech delivered on February 4, during the Motion of Thanks to the President's Address, where he criticized Prime Minister Narendra Modi's policies.
As Question Hour approached, Kharge brought up the matter, asking the Chair to restore his remarks regarding the Prime Minister's strategies.
Chairman Radhakrishnan assured him that the issue would be reviewed.
Kharge further expressed that his original statements, now removed from the records, were aimed at highlighting the government's policies, indicating the opposition's wider concerns regarding the ruling party's actions.
While such expunctions are a common procedure under Rajya Sabha regulations to preserve decorum, they often lead to allegations of curtailing dissent.
Kharge emphasized that throughout his five-decade political journey, he has never made any unparliamentary remarks against anyone nor has he personally attacked any individual.
He warned that if his request was ignored, he would take his statements to the public, reiterating his critiques of government policies. In response, the Chair admonished him for disrespecting the authority, reiterating that once remarks are expunged, they cannot be reinstated.
Chairman Radhakrishnan labeled the request as an attempt to instruct the Chair, deeming it undemocratic and improper.
He pointed out that he was merely addressing policy flaws. Finance Minister Nirmala Sitharaman intervened to support the Chairman's authority, citing parliamentary rules that grant the Chair discretion to expunge remarks considered defamatory, indecent, or undignified during discussions. Sitharaman accused the Leader of Opposition of undermining the Chair’s authority by directly questioning its decisions.
