Karnataka Chief Minister D.K. Shivakumar on Tuesday, 11 August pledged that the state government would constitute a Commission for Nomadic and Tribal Communities within a month, calling it a constitutional and moral responsibility of the administration. The assurance was made at World Tribal Day celebrations held at Ambedkar Bhavan in Bengaluru.

The Commission Announcement

Shivakumar confirmed that a formal request had already been submitted to the government for establishing the commission. 'We have requested the government to constitute a Nomadic and Tribal Communities Commission, and a decision will be taken within a month. This is also part of our government's manifesto,' he said.

The commission, once formed, is expected to oversee welfare delivery, address grievances, and monitor policy implementation for nomadic and tribal groups — communities that have historically remained outside the mainstream social safety net.

Key Assurances to Tribal Communities

The Chief Minister outlined a broad range of commitments, including access to education, housing, land, food, and employment. He noted that the government had already declared revenue villages and distributed title deeds and houses to beneficiaries.

Shivakumar also referenced the state's five guarantee schemes, positioning them as a benchmark for welfare delivery. 'Has any other government provided such schemes?' he asked the gathering.

He further assured the assembly that steps had been taken to provide tribal members with caste and residence certificates, and urged them to protect their voting rights during the ongoing Special Intensive Revision (SIR) of electoral rolls.

On Identity, Roots, and Education

Shivakumar described tribal communities as 'children of nature' and urged them to pursue education without abandoning their traditional occupations and cultural identity. Invoking Dr B.R. Ambedkar, he said: 'A person who forgets history cannot create history. Do not forget your roots, principles and ideals of life.'

He also announced a government initiative to give urban students a three-day village immersion experience, aimed at bridging the urban-rural understanding gap. Shivakumar recalled the Forest Rights Act introduced during the UPA government era, signalling awareness of the long legislative history around tribal land rights.

Political and Historical Context

This comes amid broader efforts by the Karnataka Congress government to consolidate its welfare narrative ahead of future electoral cycles. The announcement on World Tribal Day carries symbolic weight — nomadic and tribal communities have often been among the last to benefit from welfare schemes due to their mobility and lack of documentation.
