The Madhya Pradesh government on 28 July 2025 announced a sweeping reshuffle of senior Indian Administrative Service (IAS) officers, reallocating responsibilities across multiple departments and districts in a move aimed at strengthening public service delivery and governance efficiency.
Key Secretariat-Level Changes
Dinesh Jain of the 2011 batch, previously Additional Secretary in the Panchayat and Rural Development Department, has been appointed Commissioner-cum-Director of Food, Civil Supplies and Consumer Protection in Bhopal, while retaining his Additional Secretary role in the Food and Civil Supplies Department.
Girish Sharma, also of the 2011 batch, who served as Project Director of the Madhya Pradesh Skill Development Project and held multiple additional charges, will continue as Additional Secretary in the Technical Education, Skill Development and Employment Department.
Ankit Asthana of the 2014 batch has been moved from the Industrial Policy and Investment Promotion Department to the General Administration Department as Deputy Secretary, with the additional charge of Director of the Madhya Pradesh Employee Selection Board.
Skill Development Portfolio Revamped
Aditi Garg, formerly Collector of Mandsaur, has been appointed Project Director of the Skill Development Project in Bhopal. She will additionally serve as CEO of the State Skill Development and Employment Board, Director of Employment, and will oversee the SSR Global Skill Park — consolidating significant workforce-development authority in a single officer.
District Collector Transfers
Parth Jaiswal, Collector of Chhatarpur, has been transferred to Shahdol as Collector. Mrinal Meena moves from Balaghat to Chhatarpur, while Kumar Satyam, previously Additional Collector in Gwalior, takes charge as Collector of Balaghat. Misha Singh, Collector of Ratlam, has been reassigned as Additional Commissioner in the Urban Administration and Development Department in Bhopal.
Planning and Governance Institutions
Swaroachish Somvanshi of the 2012 batch, currently Commissioner-cum-Director of Economics and Statistics, has been given additional charge as Member Secretary of the State Planning Commission and Director of the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis.
With this reassignment, Rishi Garg of the 2013 batch has been relieved of those additional responsibilities and will continue as Managing Director of the Madhya Pradesh Central Zone Electricity Distribution Company.
What the Reshuffle Signals
The overhaul spans both district administration and senior secretariat positions, touching critical sectors including skill development, food security, employment, and governance reform. Notably, the consolidation of skill development, employment, and the SSR Global Skill Park under a single officer suggests the state is prioritising unified command over its workforce agenda. The reshuffle is expected to take effect immediately, with officers assuming their new charges forthwith.
