Maharashtra single women policy: State forms draft committee for holistic empowerment
Synopsis
Key Takeaways
Maharashtra is set to become the first state in India to formulate an exclusive policy for single women, after the state government on Thursday, 29 May 2025, approved the formation of a Draft Committee for the Single Women Policy. The move, announced by Women and Child Development Minister Aditi Tatkare, aims to ensure the social, economic, educational, and health empowerment of single women across the state.
What the Policy Seeks to Achieve
The proposed Single Women Policy is designed to streamline access to existing government welfare schemes for single women and recommend comprehensive measures for their long-term empowerment. Minister Tatkare described it as a 'dedicated and structured framework' to address the specific concerns of single women — a demographic that has historically fallen through the gaps of mainstream welfare architecture.
The initiative is notable in its breadth: it covers not just financial inclusion but also education, health, livelihood, legal rights, and social protection.
How the Draft Committee Will Be Structured
The Draft Committee will function under the chairmanship of the Commissioner, Women and Child Development Commissionerate, Pune. The Deputy Commissioner of the same commissionerate will serve as Member Secretary.
The committee will draw representation from a wide cross-section of government departments and institutions, including School Education, Social Justice, Agriculture, Labour, Tribal Development, Animal Husbandry, Higher and Technical Education, Rural Development, Urban Development, Revenue, Skill Development, Industries, National Health Mission, Maharashtra State Legal Services Authority, MAVIM, UMED, Khadi and Village Industries, and the State Women's Commission.
The Vision Behind the Initiative
The groundwork for this policy was laid under the late Deputy Chief Minister Ajit Pawar, who reportedly championed the cause of single women's welfare during his tenure. A key meeting on the subject was held on 3 November 2025, where Pawar is said to have outlined his vision for a statewide programme for the holistic development of single women.
Following Pawar's untimely death in a plane crash in Baramati on 28 January — four months before this announcement — Minister Tatkare said she continued his efforts. 'The ideas and vision presented by Ajit Dada during that meeting will now take concrete shape under the able leadership of CM Devendra Fadnavis, through this committee,' she stated.
Why This Matters
Single women in India — including widows, separated women, and those who have never married — often face compounded disadvantages in accessing state benefits, property rights, and formal employment. A dedicated policy framework, if implemented effectively, could close significant gaps in welfare delivery for this group.
This comes amid growing national attention to women-centric governance, with several states competing on gender-welfare metrics. Maharashtra's move to be the first with an exclusive single women policy sets a potential precedent for other states to follow. The formation of the committee is the first concrete step; the real test will be in the quality of the draft policy it produces and the political will to enact it.
