The Chief Minister's Office of Madhya Pradesh announced on Friday, 31 July 2026 that the state will host this landmark facility, with Chief Minister Dr. Mohan Yadav declaring that the Chambal region will grow into the telecom industry's biggest hub in India.

Gwalior's telecom zone and what it means for Chambal

Speaking on the announcement, CM Dr. Mohan Yadav said: 'This is a changing Madhya Pradesh. India's first telecom manufacturing zone will be established in Gwalior. In the future, the Chambal region will become the largest centre of the telecom industry.' The Chambal belt — historically associated with its agrarian economy and, in earlier decades, its dacoity lore — is now being positioned as a high-value industrial corridor. The strategic choice of Gwalior, a major northern MP city with road and rail connectivity, signals intent to attract component makers and assembly units under the national Production Linked Incentive (PLI) scheme for telecom and networking products, which was notified in 2021 to spur domestic manufacturing.

MSME policies, PM MITRA, and the jobs equation

The telecom zone announcement sits inside a wider employment push. CM Yadav pointed to the state's MSME and industrial policies as engines for generating jobs and self-employment for youth and women. He specifically named PM MITRA Park — the Centre's mega integrated textile park scheme announced in the Union Budget 2021-22 to build seven such clusters across India — alongside cotton-based industries and dairy as sectors that will deliver broad-based local employment. The framing is deliberate: link a flagship central scheme to a state-level industrial zone and multiply the political and economic dividend.

MP's bigger manufacturing ambition

Madhya Pradesh is part of a wider race among Indian states to capture investment flows unleashed by the Atmanirbhar Bharat manufacturing push. Several states are competing for electronics and telecom assembly units seeking alternatives to coastal industrial clusters. MP's pitch combines relatively lower land costs in the Chambal region, existing MSME incentive frameworks, and now a dedicated sectoral zone to differentiate itself. Agriculture, dairy, and textiles remain the economic base — but the Gwalior telecom zone, if it materialises at scale, would mark a genuine structural diversification for a state whose manufacturing story has traditionally been textiles and agro-processing. The real test will come in the land acquisition timelines, the investment proposals that actually land in Gwalior, and the employment numbers that flow from both the telecom zone and the PM MITRA textile cluster.
