This order was issued just three days following the government's approval of promotion rules for state employees and officials, which had been under consideration for nearly nine years.
In anticipation of potential legal challenges from various organizations or unions representing state government employees, the government has resolved to file a caveat in all three benches of the High Court.
Ajay Katesaria, Deputy Secretary of GAD, stated, "The Government of Madhya Pradesh, General Administration Department, Bhopal is filing a caveat in the High Court Principal Bench Jabalpur / Bench Indore / Bench Gwalior."
The GAD also mentioned that should any provisions of the Madhya Pradesh Civil Service Promotion Rules, 2025 be contested, a copy must be provided to the Advocate General’s office at Jabalpur/Indore/Gwalior.
During the Cabinet meeting held on June 17, Chief Minister Mohan Yadav emphasized that the decision is made for the benefit of all employees, including those from Scheduled Castes and Scheduled Tribes. He further noted that once promotions are finalized, over two lakh positions in government services will become available for new recruitment.
The Madhya Pradesh Public Service Promotion Rules, 2025 guarantee a reservation of 20 percent for ST and 16 percent for SC communities, as stated by the government.
The Chief Minister added that these rules were formulated in consultation with the Law Department, considering various decisions made by the Supreme Court and the High Court, ensuring that the promotion process is legally sound.
