Jalandhar, Dec 5 (NationPress) In light of significant shortcomings by the Punjab Police, the National Commission for Women (NCW) is poised to issue a suo motu notice to the state's Director General of Police, demanding an Action Taken Report (ATR) within three days concerning the rape and murder of a 13-year-old girl, as disclosed by an official on Friday.
A team from the NCW highlighted the lack of diligence in the investigation, stating, “ASI Mangat Ram, who conducted a search of the residence on the incident day, reportedly failed to locate the girl even after being on-site for roughly 30–40 minutes.”
The victim's body was discovered on November 22, concealed in the bathroom of her 46-year-old neighbor, Harminder Singh, by other residents who joined in the family's search efforts.
The NCW expressed, “This raises serious concerns regarding the effectiveness and conduct of the initial police response.”
During their meeting with the victim's family, the NCW learned that the relatives had criticized the police for not yet filing an FIR against the lax and currently suspended Assistant Sub-Inspector (ASI).
“Considering the severity of the crime, the NCW strongly encourages the Fast Track Special Court overseeing this case to conduct daily hearings to guarantee a timely, just, and efficient trial,” stated the NCW.
Additionally, the NCW condemned officials from the Punjab government in Jalandhar for missing a meeting led by Chairperson Vijaya Rahatkar to address critical issues related to women's safety in the state.
“A planned meeting with local administrative officers had to be canceled. The Chairperson was not informed in advance about the enforcement of the Model Code of Conduct for the Zila Parishad elections, hampering any meaningful dialogue regarding women's safety,” mentioned an official.
In a statement, the NCW noted that the Chairperson had conducted a review meeting with senior police officials from the Jalandhar Division the previous Thursday, wherein this case was discussed thoroughly with the relevant officers.
