The National Human Rights Commission (NHRC) has taken suo motu cognisance of reports that a 16-year-old girl was allegedly gang-raped by the driver and conductor of a sleeper bus in Greater Noida on 4 August. The apex human rights body, observing that the reported facts — if true — raise serious human rights violations, issued notices on 1 September to the Police Commissioners of Delhi and Gautam Budh Nagar and the Superintendent of Police, Mainpuri, demanding a detailed report within two weeks.

What the NHRC Has Directed

The Commission has asked the three police authorities to submit a report covering the current status of the investigation and details of any compensation paid or proposed for the survivor. The NHRC's suo motu action signals the gravity with which the body views the alleged incident, which came to wider public attention through media reports on 31 August.

How the Alleged Crime Unfolded

According to reports, the survivor — a resident of Mainpuri — had left home to visit her cousin in Noida's Sector 63. She reportedly missed her stop and alighted at Pari Chowk amid heavy rain and darkness. The conductor of a sleeper bus allegedly told her the vehicle was heading towards Sector 63, following which she boarded it.

Police said the bus was empty at the time, returning after undergoing repairs at a workshop in Surajpur. The survivor has alleged that shortly after the bus began moving, the conductor behaved inappropriately, and both the conductor and driver subsequently allegedly sexually assaulted her, threatening to kill her if she resisted. The two men allegedly abandoned her near Kashmere Gate in Delhi before fleeing.

Arrests, Evidence, and Forensics

Police arrested the two accused — driver Kuldeep and conductor Sandeep — from a parking area in Timarpur on the same day. Both have been booked under charges relating to gang rape, kidnapping, and assault. The sleeper bus has been seized and dispatched for forensic examination.

Investigators have collected CCTV footage from the route taken by the vehicle to establish the sequence of events. Forensic teams have reportedly recovered strands of the girl's hair from inside the bus. Police have also noted that curtains covering individual berths in the sleeper bus may have provided cover during the alleged crime.

DCW Demands Fast-Track Trial

Delhi Commission for Women (DCW) Chairperson Lata Gupta strongly condemned the alleged incident and called for a speedy trial and the harshest punishment for the accused. 'The gang rape of a girl on a bus is a heinous crime. The police have arrested the bus driver and conductor. The Commission has sought an action-taken report from the police. The Commission will advocate for a fast-track trial to ensure the harshest punishment for the accused,' she said.

Gupta added: 'I feel that moral values are eroding. While everyone talks about rights, we seem to be forgetting our fundamental duties. Such incidents in society are deeply condemnable and unacceptable. The government has streamlined legal procedures and implemented provisions under laws like POCSO to ensure fast-track trials, strict punishment, and timely justice for offenders.'

With two accused in custody, forensic evidence under analysis, and both the NHRC and DCW pressing for accountability, the case is expected to move swiftly through the legal process in the weeks ahead.
