The National Human Rights Commission (NHRC) has taken cognisance of allegations that the wife of Punjab Chief Minister Bhagwant Mann allegedly sought Rs 5 crore to suppress a rape case, directing senior state officials to investigate and submit an Action Taken Report (ATR) within two weeks. The complaint was filed by the Legal Rights Observatory (LRO) and was reportedly based on allegations first raised by former Punjab judge Justice Ranjit Singh.

NHRC's Directions to Punjab Authorities

The NHRC Bench, headed by Priyank Kanoongo, has directed the Chief Secretary and the Director General of Police of Punjab to examine the matter and submit a detailed response on steps taken. The Commission has set a deadline of two weeks from the date of receipt of its communication for the ATR to be submitted.

Separately, the NHRC has also forwarded the matter to the Women Safety Division of the Ministry of Home Affairs, Government of India, for appropriate consideration — signalling that the Commission views the allegations as warranting scrutiny at both the state and central levels.

According to the NHRC, the complaint filed by the Legal Rights Observatory (LRO) raises concerns over an alleged attempt to interfere with the handling of a rape case. The Commission noted, prima facie, that the allegations raise concerns about possible violations of the human rights of the victim.

'The complaint raises concerns that such interference could compromise the victim's right to dignity, safety, fair investigation, and access to justice. It requests independent verification of the allegations, preservation of evidence, and impartial enquiry into any attempt to dilute or influence the investigation,' the NHRC said in a statement.

The Commission further noted that the complainant had underscored that 'a rape victim's right to justice must remain above influence, status, or position.'

The allegations were reportedly first made by former Punjab judge Justice Ranjit Singh before being escalated to the NHRC through the LRO's formal complaint. This comes amid broader scrutiny of law enforcement accountability in Punjab, where the Aam Aadmi Party (AAP)-led government under Chief Minister Bhagwant Mann has faced periodic opposition pressure over governance issues.
