Madhubani, April 24 (NationPress) Prime Minister Narendra Modi, during his inaugural public address in Bihar following the heinous terror attacks in J&K’s Pahalgam, took a moment to observe a two-minute silence in remembrance of the victims, offering heartfelt tributes to those lost.
PM Modi expressed that the entire nation stands united in mourning the victims who lost their lives in this cowardly act of terror. He urged the audience to maintain a moment of silence for the 26 lives lost, predominantly tourists, during the Pahalgam attack on Tuesday.
“Before I commence my speech, I kindly ask all of you to partake in a moment of silence, honoring the families affected by the terror attacks on April 22,” stated PM Modi.
This statement was made while addressing a public rally in Madhubani district, commemorating National Panchayati Raj Day and launching various development projects worth over Rs 13,480 crore.
“On Panchayati Raj Day, the entire nation resonates with Bihar and Mithila. Numerous developmental initiatives amounting to thousands of crores, especially in the sectors of electricity and railways, have been inaugurated here,” PM Modi remarked.
Drawing historical context, he emphasized, “Bihar is where Bapu (Mahatma Gandhi) initiated his Satyagraha. His conviction was clear: India’s advancement is rooted in the progress of its villages, which embodies the essence of Panchayati Raj.”
Highlighting the accomplishments in rural governance, the Prime Minister noted that over 2 lakh Panchayats have been connected to the internet in the last decade, facilitating digital access to vital documents such as birth and death certificates and property records.
“In the years following independence, India has witnessed the establishment of a new Parliament building, while many villages have received new Panchayat structures. The government has prioritized adequate funding for the Panchayats, with over Rs 2 lakh crore allocated in the past decade for village development,” he stated.
PM Modi also stressed the importance of digitalizing land records to address long-standing land disputes at the village level.
During the event, the Prime Minister awarded the National Panchayat Awards to the top-performing Panchayats across the nation.
He laid the foundation for a Rs 340 crore LPG bottling plant in Hathua, Gopalganj, aimed at enhancing regional gas distribution.
In the electricity sector, he introduced new projects worth Rs 1,170 crore and inaugurated existing initiatives under the Revamped Distribution Sector Scheme valued at over Rs 5,030 crore.
Rail connectivity saw significant enhancements with the launch of the Amrit Bharat Express between Saharsa and Mumbai, alongside the introduction of the Namo Bharat Rapid Rail between Jaynagar and Patna.
New train services connecting Pipra-Saharsa and Saharsa-Samastipur were also inaugurated, along with dedication projects including the Khagaria-Alauli line, Supaul-Pipra, and Hasanpur-Bithan lines, plus two new rail overbridges at Chapra and Bagaha.
Furthermore, PM Modi allocated Rs 930 crore under the Community Investment Fund to support over 2 lakh Self-Help Groups (SHGs) in Bihar through the DAY-NRLM scheme.
Under PMAY-Gramin, he distributed sanction letters to 15 lakh new beneficiaries, released installments for 10 lakh beneficiaries nationwide, and celebrated Grih Pravesh for 1 lakh PMAY-G and 54,000 PMAY-U homes in Bihar.
