Prime Minister Narendra Modi on Wednesday, 28 May 2025, chaired the 51st PRAGATI meeting, reviewing infrastructure and social sector projects worth over ₹30,000 crore spanning nine states. The session covered critical works across railways, power, road connectivity, ports, and the Swachh Bharat Mission 2.0.

Key Projects Reviewed

The Prime Minister examined seven critical infrastructure projects in the railways, power, and road sectors, along with the flagship Ken-Betwa River Inter-linking Project. The review also covered port development, specifically the progress of Vadhavan Port in Maharashtra.

Modi directed that Vadhavan Port be developed as a 'model of port-led, multi-modal development' — integrated with coastal shipping, inland waterways, dedicated freight corridors, high-speed rail, highways, and airport linkages. He described the port not merely as a logistics facility but as a 'national gateway.'

Push for Rooftop Solar and Clean Energy

During the power sector review, the Prime Minister stressed accelerating rooftop solar adoption across urban areas, with a focus on cities, residential clusters, and public institutions. He called for rooftop solar to be taken up 'in mission mode' to reduce household electricity costs, bolster energy security, and promote clean energy at the community level.

Notably, Modi also urged states to explore the innovative use of canal networks — including installing solar panels along and over canals — to simultaneously generate renewable electricity, reduce water evaporation losses, and optimise land use.

Swachh Bharat Mission 2.0 and Solid Waste Management

The Prime Minister underlined that Swachh Bharat Mission 2.0 must move beyond physical infrastructure creation toward measurable outcomes. He called for regular monitoring, citizen participation, and convergence among stakeholders. States were specifically asked to expedite the completion of solid waste management infrastructure, including waste processing plants and GOBARdhan plants.

Ken-Betwa Project as National Template

Reviewing the Ken-Betwa Link Project, Modi observed it should serve as a replicable model for resolving inter-state water disputes through cooperation, timely clearances, and technology-based monitoring. States were encouraged to identify similar opportunities for river-linking, water conservation, groundwater recharge, and efficient irrigation to ensure long-term water security.

Accountability and Time-Bound Execution

A central theme of the session was the cost of delay. Modi emphasised that deferred project implementation leads to cost escalation and denies citizens timely access to essential services. He directed ministries, departments, and states to adopt a 'proactive and time-bound approach' to remove bottlenecks and accelerate execution.

The PRAGATI platform — an ICT-enabled, multi-modal system designed to integrate Central and state government efforts — has now completed 51 sessions under Modi's chairmanship, underscoring its role as a cornerstone of the government's project-monitoring architecture. With sectoral guidelines and state-level follow-ups expected in the coming weeks, the pace of implementation on these ₹30,000 crore projects will be closely watched.
