Chandigarh, Dec 29 (NationPress) On the eve of the Assembly session, the Leader of the Opposition in Punjab, Partap Singh Bajwa, has addressed a letter to Speaker Kultar Singh Sandhwan, voicing his concerns regarding the so-called “systematic erosion” of the House. This erosion is marked by the replacement of standard legislative sessions with selectively chosen special sessions.

In his correspondence, Bajwa highlighted his ongoing alarm over the significant decline in the frequency of House sittings, which has been largely dismissed. He warned that this situation is not simply a minor procedural issue but a grave constitutional distortion that undermines the essence of legislative democracy.

The Aam Aadmi Party government has called for a special one-day session of the Vidhan Sabha on December 30 to debate the new rural employment law --VB–G RAM G (Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission Gramin), which is set to replace the Mahatma Gandhi National Rural Employment Guarantee Act.

Bajwa emphasized that the Vidhan Sabha is meant to engage in deliberation, questioning, scrutiny, and the accountability of the executive. He stated that the strategic substitution of regular autumn and winter sessions with special sessions is diluting the legislative body.

“Legislative time is diminishing, scrutiny is being circumvented, and the House is increasingly becoming a staged performance rather than a true forum for democratic accountability,” he remarked.

He expressed particular concern that this decline is occurring under a government whose leadership—especially that of AAP—has long positioned itself as guardians of constitutional values, the separation of powers, and institutional integrity.

“Those who previously lectured the nation on constitutional morality are now overseeing a situation that diminishes the legislature and centralizes power within the executive,” he stated.

Recalling that the demand for a minimum of 40 sittings per year, as stipulated in the Rules of Procedure and Conduct of Business, was once fervently supported by the current ruling party, Bajwa noted that this principle has been silently disregarded.

He cautioned that the increasing dependence on special sessions, which often lack meaningful Question Hour, Zero Hour, and substantial debate, has transformed the Assembly into a controlled messaging platform focused on optics over accountability.

Amid serious issues facing Punjab, including worsening law and order, the drug crisis, public health strains, groundwater pollution, and escalating debt, Bajwa asserted that the House should be in continuous and earnest session rather than being relegated to mere political theatrics.
