Chandigarh, April 13 (NationPress) The Speaker of the Punjab Vidhan Sabha, Kultar Singh Sandhwan, has announced that the state government will present a Bill in a special Assembly session on Monday aimed at enhancing legal and judicial measures to combat incidents of sacrilege.
After paying his respects at the renowned Gurdwara Sri Amb Sahib in Mohali, the Speaker addressed the media, extending his warm wishes for the auspicious occasion of Vaisakhi.
Reflecting on the Khalsa's birth, he recognized that Guru Gobind Singh's establishment of the Panj Piaras provided a unique identity for Sikhs, firmly rooted in the principle of Sarbat Da Bhala (the welfare of all).
Touching upon the sensitive matter of sacrilege, Speaker Sandhwan acknowledged that previous incidents have left the Sikh community in profound distress. He stated, “The government, under the leadership of Chief Minister Bhagwant Singh Mann, remains dedicated to ensuring that justice is served, but there is a pressing requirement for more stringent legal frameworks to prevent such crimes in the future.”
He also provided insights into the legal proceedings concerning the Behbal Kalan and Bargari cases, revealing that nearly all investigations have concluded, and charge sheets have been submitted to the court for every case except one.
As the matters are now actively under judicial scrutiny, when asked about concerns raised by the Shiromani Gurdwara Parbandhak Committee (SGPC), Speaker Sandhwan remarked that there have been sufficient opportunities to address these issues previously.
He pointed out that individuals who failed to deliver justice during their own terms are now in no position to hinder current initiatives.
The Speaker expressed optimism that all members of the Vidhan Sabha, irrespective of their party affiliations, would collectively support the Bill.
He underscored that this legislation is essential for fostering communal harmony, ensuring peace, and safeguarding the supreme sanctity of the Guru Granth Sahib.
The day prior, after paying homage at Takht Sri Damdama Sahib, Chief Minister Mann revealed the government's intention to introduce the Jaagat Jot Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026.
“Numerous incidents in the past involving ‘beadbi’ (sacrilege) of Sri Guru Granth Sahib-ji and other sacred scriptures have profoundly wounded public sentiments and disrupted social harmony,” he remarked.
CM Mann pointed out that while Sections 298, 299, and 300 of the Bharatiya Nyaya Sanhita, 2023, cover such issues, they do not impose sufficiently severe penalties to deter these actions. “After thorough evaluation, the Punjab government has concluded that more robust legal measures are necessary to protect the sanctity of Sri Guru Granth Sahib-ji and to foster mutual respect and communal harmony.”
He added that the proposed amendment Bill includes harsher penalties, potentially life imprisonment, for those convicted of sacrilege. He expressed confidence that this legislation would serve as a strong deterrent and help maintain peace and goodwill throughout Punjab.
