Devnani remarked that the Legislative Assembly transcends a mere physical space; it symbolizes the essence of democracy, serving as a forum where elected officials express the aspirations, expectations, and concerns of their constituents.
Transforming this esteemed venue into a hub of disorder and chaos, he warned, erodes democratic values and diminishes public trust. He insisted that discussions within the House must be anchored in logic, factual evidence, and decorum, with serious attention given to public issues, rigorous policy evaluation, and constructive pathways to solutions. He emphasized the need to uphold the dignity of dialogue, even amidst disagreements.
He encouraged legislators to embody restraint, discipline, and grace, urging them to transcend personal criticisms and prioritize state and national interests.
Highlighting the significance of youth involvement, Devnani noted that the conference serves as a vital platform for shaping the trajectory of Indian democracy.
Bringing young legislators together from Madhya Pradesh, Chhattisgarh, and Rajasthan, he referred to the assembly as a "Triveni Sangam" of legislative dynamism. He emphasized that young representatives represent the nation’s demographic advantage and can significantly influence policy-making with their innovative viewpoints.
He advised young legislators to engage in thorough preparation prior to addressing the House, focus on relevant public interest matters, and pursue accountability through proactive questioning.
Additionally, they should learn from seasoned leaders, pursue continuous education, and utilize libraries and reference materials for their growth.
Devnani asserted that democracy encompasses more than just elections; it necessitates ongoing interaction between representatives and the public.
He advocated for leveraging technology to enhance this interaction and promote transparency, referring to digital initiatives such as the NeVA platform under the "One Nation–One Application" vision, which facilitates greater accessibility and accountability in legislative processes.
He also highlighted the role of legislative committees, describing them as "mini-legislatures" integral to ensuring government accountability.
Moreover, he urged for an increase in Assembly sittings, noting that the Rajasthan Legislative Assembly has conducted 24 sittings so far, with plans to elevate this number to 35.
In light of the vision for ‘Viksit Bharat 2047,’ he stated that the aim goes beyond mere economic advancement to encompass inclusive development. He called upon young legislators to take initiative in critical sectors such as innovation, startups, skill development, climate action, and digital inclusion.
Devnani concluded by urging young representatives to transform legislative bodies into venues for substantial debate and solution-focused discussions, rising above disruptive politics. He expressed confidence that the outcomes of the conference would further fortify democratic institutions.
