Jaipur, Dec 3 (NationPress) In a significant administrative initiative, the Rajasthan Cabinet, under the leadership of Chief Minister Bhajan Lal Sharma, has taken pivotal policy steps aimed at enhancing governance, bolstering investment, and broadening opportunities for businesses, diaspora communities, and the tourism sector.

A crucial decision was the endorsement of the Rajasthan Public Trust (Amendment of Provisions) Ordinance, 2025, which eliminates imprisonment provisions from 11 state laws, substituting them with financial penalties.

According to Parliamentary Affairs Minister Jogaram Patel, these amendments were introduced to foster ease of living and business operations, decrease litigation, and prevent minor or inadvertent violations from escalating into criminal offenses.

For instance, the ordinance abolishes imprisonment for offenses like grazing cattle on forest land or minor documentation errors in industries.

Patel highlighted that this ordinance aligns with the Government of India’s 2023 public trust reforms. In conjunction with governance improvements, the cabinet also approved the Non-Resident Rajasthani (NRR) Policy–2025, focusing on reinforcing social, cultural, and economic bonds with the diaspora.

Food and Civil Supplies Minister Sumit Godara remarked that this policy will establish a dedicated ecosystem to nurture investment, facilitate knowledge exchange, encourage research collaboration, and boost community engagement.

An NRR Investment Facilitation Cell will be created for coordination, complemented by Investment Liaison Officers and Investment Advisory Councils. The government plans to institutionalize Pravasi Rajasthani Diwas and introduce awards to recognize the achievements of diaspora members.

To further enhance the state’s commerce, the cabinet also approved the Rajasthan Trade Promotion Policy-2025, designed to provide small traders, retailers, and traditional businesses with equal access and opportunities as large retail chains and e-commerce platforms.

This policy will affect over 10.5 lakh retail outlets and aims to improve logistics, facilitate easier access to markets and credit, generate employment, and stimulate MSME growth through simplified business operations.

In a bid to strengthen its tourism potential, the government sanctioned the Rajasthan Tourism Policy-2025, aimed at attracting private sector investment and establishing the state as a global hub for tourism, arts, and culture.

This policy encompasses measures to enhance tourism infrastructure, improve accessibility, fortify branding and promotional strategies, train skilled personnel, and promote digital tourism services. New initiatives include tourism hubs in religious and forest areas, heritage trails like the Shaurya Circuit, bird-watching paths, projection mapping, and light-and-sound shows.

Through these initiatives, the government seeks to streamline administration, empower small traders, engage overseas Rajasthanis, and invigorate the tourism economy — collectively positioning Rajasthan as a business-friendly and culturally vibrant state.

Point of View

The recent measures taken by the Rajasthan government reflect a proactive approach to governance and economic growth. By focusing on reducing criminal penalties and enhancing opportunities for small businesses and the diaspora, Rajasthan is setting a precedent for other states to follow. This initiative showcases the importance of fostering a supportive environment for both local and non-resident investors, aligning with national economic objectives.
