Chief Minister Revanth Reddy, through the Chief Minister's Office of Telangana, on Monday, 8 June 2026, laid foundation stones and inaugurated development works worth Rs 1,674.74 crore under the Praja Palana – Pragati Pranahika (Public Governance – Progress Plan) programme, including the new Cyberabad Municipal Corporation headquarters building. Speaking at a public meeting near Miyapur Crossroads, the Chief Minister reaffirmed his government's commitment to work continuously for Telangana's development over the next two-and-a-half years, with the state's progress as the sole agenda.

Context

Addressing the gathering, CM Revanth Reddy announced that an international-standard bus terminal will be constructed on 100 acres at Gajularamaram in the Malkajgiri constituency, with work set to begin within three months. He also outlined plans to extend the Hyderabad Metro from Raidurg to Neopolis, and said the government is working on the Musi River rejuvenation, the Telangana Regional Ring Road, and a network of radial roads for the metropolitan area.

The Chief Minister underscored that merely calling Hyderabad a 'world city' is not enough — planned, structured development must back that claim. He said the government is identifying government-owned land across neighbourhoods to build and allot one lakh LIG and MIG housing units for the urban poor, with residents to be housed in the same locality where they currently live.

Hyderabad's metropolitan area, covering roughly 2,100 sq km, had for years been governed through a patchwork of gram panchayats, municipalities, corporations, and the Greater Hyderabad Municipal Corporation (GHMC) — four distinct administrative layers that the Chief Minister described as the root cause of chronic gaps in drinking water, roads, underground drainage, solid waste management, power supply, and policing. The government has now decentralised this into three corporations: GHMC with 150 divisions, Cyberabad Municipal Corporation with 76 divisions, and Malkajgiri Municipal Corporation with 74 divisions, with matching police commissionerates established for each zone.

The GHMC was originally constituted in 2007 by merging the old Municipal Corporation of Hyderabad with ten surrounding municipalities to manage metropolitan expansion. Telangana was carved out as a separate state in 2014, after which successive governments prioritised capital-region infrastructure. The current administration's three-corporation model reflects a broader national pattern of municipal restructuring seen in other large Indian cities grappling with rapid in-migration and fragmented service delivery.

Stakeholders and Impact

The Chief Minister pointed to the problems faced by Delhi, Mumbai, Kolkata, Bengaluru, and Chennai — pollution, flooding, and traffic gridlock — as cautionary examples, saying the Telangana government is studying those failures to plan for future generations. The area inside the Outer Ring Road (ORR) is growing at roughly 3 per cent annually, drawing workers and migrants from other districts, states, and countries.

For ordinary residents, the decentralisation is meant to translate into more responsive local governance, faster grievance redress, and coordinated infrastructure delivery. The proposed one lakh LIG/MIG homes directly address the housing backlog for lower- and middle-income families in the city.
