New Delhi, March 28 (NationPress) The cumulative earnings from the sale of scrap at Central government offices as part of the 'Swachhata (cleanliness)' campaign from 2021 to 2025 have escalated to Rs 2,666 crore, as reported in the latest monthly update from the Centre’s Department of Administrative Reforms and Public Grievances released on Friday.

The report indicates that from December 2024 to February this year, an impressive Rs 301.98 crore was generated, as a result of the elimination of 1.05 lakh files in the cleanliness drive carried out across various offices nationwide during February.

The 19th installment of the monthly ‘Secretariat Reforms’ report for February 2025 offers insights into the ongoing efforts to revolutionize governance and administration through 'swachhata' and to minimize backlog.

These reforms encompass the implementation of e-office systems and enhanced efficiency in decision-making processes.

The report highlights that cleanliness initiatives were conducted at 5,825 locations across the country, freeing up around 3.47 lakh sq. ft of office space, with principal contributors being the Ministry of Coal (1,41,721 sq. ft) and the Ministry of Railways (51,928 sq. ft).

Additionally, Rs 156.41 crore was raised from scrap disposal, with notable contributions from the Ministries of Railways, Heavy Industries, and Coal.

Efficient record management led to the review of 1,74,565 physical files, with 1,05,818 files discarded, along with the assessment of 67,457 e-Files and closure of 38,451 of them.

A total of 4,80,422 public grievances were processed during this timeframe, achieving a 91.21 percent disposal rate, alongside 762 MP references and 291 state government references.

Ministries and departments adopted innovative practices focused on citizens, enhancing transparency and making services more accessible.

Actions taken include the establishment of the RTI & Public Grievances Office at Electronics Niketan, Ministry of Electronics and Information Technology, and improvements at the BEL Brij Vihar Colony in Ghaziabad, Department of Defence.

Furthermore, upgraded facilities were provided at the Department of Public Enterprises, Ministry of Finance, and a rooftop revamp for secure storage was implemented at Aayakar Bhawan, Kolkata, by the Central Board of Direct Taxes.

The report also notes a boost in decision-making efficiency and the implementation of e-Office analytics.

This is evident in the adoption of delayering strategies, which have significantly decreased the average distinct transaction levels for active files from 7.19 in 2021 to 4.24 as of February 2025.

In February 2025, 92.70 percent of the files created were e-Files, compared to 92.56 percent in January 2025. Additionally, 94.55 percent of receipts processed were e-Receipts, with 37 Ministries achieving full adoption of e-Files.

The inter-ministerial file movements saw a significant drop to 2,959 files, down from 3,238 in January 2025, signifying streamlined administrative operations.

“These initiatives highlight the Government of India’s unwavering dedication to digitally-enabled, transparent, efficient, and citizen-centric governance,” the report concluded.
