Union Home and Cooperation Minister Amit Shah is scheduled to visit Bhopal on 3 October to address a state-level conference of cattle rearers and launch a series of development projects across Madhya Pradesh, Chief Minister Mohan Yadav announced on Tuesday, 29 September. The visit is expected to be one of the most significant central government engagements with the state's dairy and cooperative sectors in recent years.

Gopalak Sammelan at BHEL Dussehra Ground

The centrepiece of Shah's visit will be the state-level Gopalak Sammelan at the BHEL Dussehra Ground in Bhopal, where more than 35,000 cattle rearers and members of dairy cooperative societies from districts across Madhya Pradesh are expected to gather. Participants will travel from Bhopal, Sehore, Betul, Rajgarh, Harda, Guna, Ashoknagar, Shajapur, Vidisha, Raisen and Narmadapuram, signalling the event's statewide reach.

Before addressing the gathering, Shah will inaugurate and visit an exhibition on the new criminal laws. Bonuses will be distributed to cattle rearers associated with the Bhopal and Indore milk unions, and financial assistance will be extended to gaushalas. Gopalak Didis will be honoured, and sanction letters under the Bhimrao Ambedkar Kamdhenu Yojana will also be distributed on the occasion.

Key Projects to Be Launched

Several dairy and infrastructure projects are on the agenda. Shah will lay the foundation stone for a ₹255-crore dairy plant in Ujjain and a fermented milk products plant in Bhopal — investments aimed at strengthening the state's cooperative dairy value chain. The Bhoomi Pujan for the Bhopal Western Bypass will also be conducted during the visit, according to Chief Minister Yadav.

Additionally, Shah will lay the foundation stone for the Indian Institute of Science Education and Research (IISER) campus near Bhauri on the Bhopal Bypass, and unveil a statue of Swami Vivekananda installed on the campus — a project that connects infrastructure expansion with cultural symbolism ahead of the institution's establishment.

Administrative Preparations Under Way

Chief Minister Yadav reviewed event preparations with the Chief Secretary and senior officials, directing concerned departments to ensure adequate arrangements for seating, drinking water, sanitation and other facilities for guests and citizens. Departmental presentations covering the Home Department, Animal Husbandry and Dairy Department, Cooperation Department, Public Works Department and Transport Department will be made to Shah. He will also be briefed on activities under the Farmer Welfare Year and the Balram Krishi Mahotsav.

Political Context: Competing Visits to MP

Shah's visit comes amid heightened political activity in Madhya Pradesh, with the Bharatiya Janata Party (BJP) government highlighting its development and welfare initiatives. Notably, Congress leader and Leader of the Opposition in the Lok Sabha, Rahul Gandhi, is separately scheduled to visit Balaghat district on 1 October to meet the families of tribal children who died during a health crisis there — underscoring that both national parties are actively contesting ground in the state.

With a senior Union minister launching flagship projects and the principal opposition leader addressing a community tragedy within days of each other, Madhya Pradesh is set to be at the centre of national political attention in the first week of October.
