Karnataka Chief Minister D.K. Shivakumar on 15 August 2025 set an ambitious target of transforming Karnataka into a $3 trillion economy — equivalent to approximately ₹320 lakh crore — by 2047, delivering a sweeping development address at the 80th Independence Day celebrations at Manekshaw Parade Ground, Bengaluru. After hoisting the National Flag, Shivakumar outlined a multi-sector roadmap spanning artificial intelligence, agriculture, employment, infrastructure, water security and social welfare.

'The chariot of the state's development cannot be pulled by just two hands. The hands of the entire Kannada community must join me. Come, let us pull the chariot of development together,' CM Shivakumar said, invoking a call for collective participation.

Economic Ambition and Current Standing

Shivakumar noted that Karnataka's per capita income has reached ₹4.33 lakh, with the state ranking second nationally in both GST and income-tax collections. He said the government aimed to reach the $3 trillion mark through sustained investments in education, healthcare, agriculture, industry and infrastructure — underscoring that Karnataka's progress is inseparable from India's broader growth trajectory. Notably, Karnataka already accounts for a significant share of India's technology exports, making the target an extension of existing strengths rather than a leap from scratch.

AI, Education and Employment Initiatives

Artificial Intelligence will be introduced in schools from Class 6, supported by the 'AI Akshara Abhiyana' and 'Coding Gurukula' programmes. A government-owned AI university will be established in Bengaluru, with AI hubs planned across the state.

On the employment front, the 'Chief Minister Employment Sankalpa' scheme has initiated the process of filling 72,000 government vacancies, with notifications for all posts to be issued within six months. The 'Udyoga Nidhi' scheme will offer employers in backward districts an incentive of ₹2,500 per month for every new job created, targeting one lakh new jobs over two years. A separate 'Yuva Udyoga Sethu' initiative will support job seekers.

Agriculture, Investment and Infrastructure

The 'Chief Minister Raitha Chaitanya' scheme will blend farmers' traditional knowledge with drone and satellite-based crop surveys for real-time data. Under the 'Raitha Mitra' programme, farmers owning three acres or less will receive a 50 per cent subsidy on agricultural machinery rental. Shivakumar said 12.35 lakh farmers had received ₹1,300 crore in crop insurance compensation, while 25 lakh farmers had enrolled for crop insurance. Micro-irrigation has been expanded to two lakh hectares and 184 high-tech harvester hubs established.

On investment, Karnataka has approved 945 investment proposals worth more than ₹134 lakh crore over the past three years, attracting ₹112 lakh crore in foreign direct investment in the last year alone. An Advanced Manufacturing Cluster will come up in Doddaballapur with commitments of ₹20,000 crore and an expected one lakh jobs. Under the 'Beyond Bengaluru' initiative, global technology centres will be set up in Kalaburagi, Belagavi, Hubballi-Dharwad, Mangaluru and Mysuru.

A 117-km Bengaluru Business Corridor ring road project, estimated at ₹26,000 crore, was also announced, along with ring roads and mobility grids for towns and cities statewide.

Water Security and Urban Development

Calling water security the government's top priority, Shivakumar said 112 major water resource projects worth ₹16,000 crore had been approved this year. The first phase of the Yettinahole drinking water project is nearing completion, with water expected to reach Tumakuru district by November. Seven major lakes — including Hesaraghatta, Bettadakote, Hoskote, Yele Mallappa Shetty, Bannerghatta, Bagalur and Byramangala — will be developed to improve groundwater recharge. Bengaluru will also get five new police commissionerates, a special anti-rowdy squad and five large tree parks.

Social Welfare and Education Access

The government has allocated ₹44,631 crore for the welfare of Scheduled Castes and Scheduled Tribes and around ₹4,000 crore for the Backward Classes Welfare Department in 2026-27. The 'Sahaya Hasta' scheme will reserve 7.5 per cent within the existing 15 per cent rural quota in professional courses for students who studied from Classes 1 to 10 in rural government schools. Shivakumar also highlighted the five guarantee schemes as pillars of social and economic security. A Karnataka State Motor Vehicle Insurance Corporation will be established to simplify vehicle insurance services.

Closing his address, Shivakumar invoked the ideals of poet Kuvempu and the teachings of Basavanna on equality, dignity of labour and social welfare, urging Kannadigas to uphold the values of the freedom struggle. Whether the ambitious $3 trillion target translates into structural change will depend on execution timelines and the pace of investment absorption — both of which will face scrutiny in the months ahead.
