Shivakumar, who also heads the State Congress, took to the stage in Hassan—home ground of former Prime Minister H.D. Deve Gowda. They emphasized a remarkable investment of Rs 1.08 lakh crore across five guarantee schemes to date.
The duo addressed a large crowd, distributing benefits from various departments and inaugurating numerous development projects during a government services dedication convention organized by the District Administration and Hassan Zilla Panchayat.
Chief Minister Siddaramaiah proclaimed that within one year of taking office, the Congress-led government has successfully rolled out all guarantee schemes, asserting that only the Congress has delivered on its commitments throughout Karnataka's history.
He mentioned that the Shakti scheme is empowering women financially. While some criticize its viability, he urged the public to respond to such negativity. He pointed out that the expenditure exceeding one lakh crore rupees for these guarantees aims to foster greater social equality.
Referencing Baba Saheb Ambedkar, he stressed the need to eradicate casteism and class inequalities. He affirmed the government’s unwavering support for Dalits, farmers, women, and laborers.
Detailing the numerous development initiatives undertaken in Hassan, he assured that the government has fulfilled election promises. He added that the newly inaugurated projects are set to benefit the community, pledging continued focus on Hassan district's needs.
Siddaramaiah stated the Constitution mandates the establishment of an equitable society, eliminating caste and class distinctions, while ensuring equal rights and opportunities for everyone. "True independence cannot exist without this equality," he emphasized.
He elaborated on how the five guarantee schemes were designed to include people from all backgrounds. Even after 79 years of independence, he noted that freedom is incomplete if everyone is not part of the mainstream. Despite 75 years since the Constitution was enacted, true equality remains unachieved, with wealth disparities persisting due to caste systems.
With this perspective, Siddaramaiah recalled the previous implementation of Bhagya schemes and the current guarantee schemes.
He announced that foundation stones were laid for and inaugurations held for development projects worth approximately Rs 298 crore. He acknowledged the government's awareness of the political dynamics and challenges in Hassan district, which have been appropriately addressed.
The Congress party had made 492 election promises, with 242 fulfilled in the two-and-a-half years since coming to power. During the Congress government’s previous terms from 2013 to 2018 and the current term, significant efforts have been made to fulfill these commitments. Of the 162 promises from 2013–2018, 158 were successfully completed, Siddaramaiah confirmed.
Upon retaking power in May 2023, the government promptly initiated the guarantee schemes. Consequently, the Shakti scheme was launched in June, providing free bus travel to over 600 crore women passengers.
Deputy Chief Minister Shivakumar addressed the assembly, stating, “God offers only opportunities, not both blessings and curses. We have seized this opportunity to create various schemes and programs to resonate with the public. In response to financial struggles from rising costs, we introduced free bus travel, 200 units of free electricity, monthly payments of Rs 2,000 to impoverished women, 10 kg of rice, and unemployment allowances for youth. We are executing these initiatives equitably.”
“Our government has injected Rs 1 lakh crore directly into the people’s hands through these guarantee schemes. Additionally, Rs 20,000 crore is allocated for free electricity for farmers’ pump sets. Similar to initiatives during Indira Gandhi’s tenure, we have implemented various schemes including pensions, land allocations, and forest land regularization,” he stated.
“I have been entrusted with the Irrigation Department. Previously, both the Deputy Commissioner and SP of Hassan were women, and I commend their efforts. Their cooperation has ensured that water from Ettinahole has arrived here today; I will always remember their contributions,” he remarked in appreciation.
