Jaipur, April 9 (NationPress) The Anti-Corruption Bureau (ACB) has apprehended former IAS officer Subodh Agarwal, who had been evading law enforcement in relation to the Jal Jeevan Mission (JJM) scandal in Rajasthan. According to officials, his arrest was confirmed on Thursday.
The ACB team transported Agarwal from Delhi to Jaipur, where he underwent interrogation at the ACB headquarters led by Deputy Inspector General of Police Om Prakash Meena.

In this ongoing investigation, nine officials from the Public Health Engineering Department (PHED) have already been detained.

The ACB uncovered serious discrepancies in the JJM tendering procedures.
Multiple companies, like Ganpati Tubewell and Shyam Tubewell, reportedly acquired contracts by presenting forged documentation.

This negligence led to the awarding of tenders valued at nearly Rs 900 crore to select firms.
Furthermore, mandatory inspections for projects exceeding Rs 50 crore were allegedly not performed, signaling a blatant abuse of authority.
On February 17, the ACB executed a significant operation, conducting raids at 15 locations across Rajasthan, including Jaipur, Barmer, Jalore, Sikar, and extending to Bihar, Jharkhand, and Delhi.
The investigation revealed fraudulent billing practices, financial misconduct, and severe procedural lapses in the tendering process.
A raid at Agarwal's residence on the same day resulted in the arrest of nine PHED officials.
A Look-Out Circular (LOC) was issued for Agarwal on February 18 as he remained elusive until his capture.
Agarwal, a retired IAS officer, previously held the position of Additional Chief Secretary in the PHED during the timeframe when the alleged scam transpired under the prior Congress administration in Rajasthan.
As stated by the ACB, Agarwal and others allegedly submitted fraudulent completion certificates totaling nearly Rs 960 crore to secure Jal Jeevan Mission contracts, which purportedly led to the misappropriation of funds involving contractors, senior engineers, and various public officials.
The ACB noted that Agarwal evaded capture for several weeks as the investigation intensified.
In February 2026, the ACB arrested nine individuals, including senior engineers and retired officials, connected to the alleged scandal.
