Himachal Pradesh Chief Minister Sukhvinder Sukhu on Sunday, 28 June visited Bara Bhangal, one of the most remote hamlets in Kangra district, to personally assess damage caused by recent natural calamities and announce a series of relief and development measures for the shepherd community residing there.

Why the CM Made the Trip

Addressing a gathering of villagers, CM Sukhu said his visit was not driven by political considerations. 'If politics had been my objective, I would have visited more densely populated areas,' he told residents, adding that his government's priority was to ensure development reaches even the farthest corners of Himachal Pradesh. He arrived in Bara Bhangal a day earlier by air and inspected flood-affected areas, reviewing ongoing relief and rehabilitation work on the ground.

Road Connectivity and Infrastructure Push

Stressing the urgent need for road access, the Chief Minister directed officials to float separate tenders for each kilometre of the proposed Bara Bhangal road to accelerate construction. He also discussed the feasibility of transporting construction machinery by air and announced the release of ₹10 crore for the road project. To address power outages until the road is built, he directed the Himachal Pradesh State Electricity Board Ltd (HPSEBL) to install diesel generators — one each for upper Bara Bhangal and lower Bara Bhangal — and conduct a household survey for electricity connections and internal wiring. The government also said it would explore reviving the flood-damaged hydropower project and assess solar energy options for the region.

Key Announcements for Residents

The Chief Minister made several targeted commitments for the village. The government will declare Bara Bhangal a natural farming panchayat and make efforts to secure Scheduled Tribe (ST) status for the region. The foodgrain quota at the local ration depot will be increased. A distinct brand identity will be developed for the area's renowned rajmah (kidney beans) to boost market value, and residents were encouraged to plant walnut and chestnut saplings. Better market prices for locally produced meat products were also assured.

On connectivity, the Chief Minister said the government would engage private telecom companies to begin mobile services in Bara Bhangal at the earliest. Officials were also directed to identify suitable forest land for eco-tourism development, with the government reiterating its intent to position the hamlet as a tourist destination.

Education, Healthcare, and Social Support

A special incentive scheme for students from Bara Bhangal was announced, along with plans to construct a hostel and ensure access to quality education. The government will provide helicopter taxi services for students at the start and end of each academic session and assist with admissions to CBSE-affiliated schools. On healthcare, local residents will be trained to deliver primary medical support within the community. Flood-protection walls will also be explored.

Financially, the Chief Minister announced ₹2 lakh each for two local Mahila Mandals and ₹1 lakh for a Yuvak Mandal. All eligible women in the region will receive a monthly pension of ₹1,500 under the Indira Gandhi Sukh Samman Nidhi Yojana.
