Amaravati, Jan 9 (NationPress) The Chief Minister of Andhra Pradesh, N. Chandrababu Naidu, raised a pertinent question on Friday: Why should there be conflicts between Andhra Pradesh and Telangana concerning the usage of water flowing into the sea as waste?

He emphasized that there is little sense in having disputes over the excess water of the Godavari River that ultimately ends up in the ocean.

During a public gathering where he distributed 'pattadar' passbooks to farmers in Rayavaram village in the East Godavari district, the Chief Minister referred to Telangana's objections regarding the Polavaram-Nallamalla Sagar project and the ongoing discussions surrounding the Rayalaseema lift irrigation project. He noted that there are individuals who prefer conflict over collaboration for water.

He firmly stated that the state's interests would not be compromised, asserting that disputes would serve no beneficial purpose for anyone involved.

“By utilizing the 300 TMC of water that flows into the sea, we can prevent drought. Completing the Polavaram project will solve the water scarcity in the region. Water will be directed from Polavaram to Visakhapatnam and subsequently to Vamsadhara,” he remarked.

He further stated that upon the completion of the Polavaram project, Telangana would also have the opportunity to access the surplus water.

Chandrababu Naidu noted that water from the Godavari has already been redirected to the Krishna River via the Pattiseema lift irrigation project, benefiting Rayalaseema, which is now developing into a horticultural center.

After distributing a 'pattadar' passbook to one farmer, the Chief Minister encouraged him to scan the QR code in his passbook with his mobile device to navigate to his land using a provided map.

The farmer expressed that receiving the passbook from the Andhra Pradesh government has boosted their confidence.

Chandrababu Naidu highlighted that for farmers and their families, land ownership is a deeply emotional matter, yet the previous YSRCP government's tenure was marred by land disputes and the Land Titling Act.

Upon taking office, the Telugu Desam Party-led government promptly abolished the Land Titling Act and is now issuing 'pattadar' passbooks adorned with the government emblem.

He mentioned that the land survey has been conducted transparently, with passbooks being distributed under the slogan “Mee Bhoomi- Mee Hakku” (Your land, your right).

Additionally, he revealed that blockchain technology is being implemented to safeguard land records against tampering in the state.

Chandrababu Naidu announced that 22.33 lakh passbooks have been prepared across 6,688 villages where resurveying has been finalized.

He urged MPs, MLAs, and other public officials to ensure a transparent distribution of the 'pattadar' passbooks.

He criticized the previous YSRCP government for allegedly spending Rs 660 crore on printing the image of former Chief Minister Y.S. Jagan Mohan Reddy on survey stones.

Point of View

The ongoing discourse between Andhra Pradesh and Telangana regarding water management raises critical issues of resource utilization and conflict resolution. CM Naidu's call for collaboration rather than disputes is a significant step toward effective governance. The emphasis on transparency in land ownership through the distribution of 'pattadar' passbooks further underscores the importance of building trust with farmers. This approach could serve as a model for resolving inter-state resource conflicts nationwide.
