Kerala Chief Minister V.D. Satheesan on Monday, 31 August directed a comprehensive investigation into the failed attempt to bring football icon Lionel Messi and the Argentina national team to Kerala, recommending a Special Investigation Team (SIT) to scrutinise the deal from its inception. The file has been forwarded to the Home Department, with a senior police officer expected to lead the probe.

Scope of the SIT Investigation

The SIT has been granted a wide mandate covering financial transactions, government approvals, and the decision-making chain that enabled the project. Among the central questions investigators will examine is how Reporter Broadcasting Company was chosen as the official sponsor, whether any irregular steps were taken to favour the private firm, and the precise source and movement of funds.

The probe will additionally scrutinise the handover of the Kochi stadium, government orders and agreements signed for the event, and the foreign trips undertaken in the name of facilitating Messi's and the Argentine team's visit to the state.

Enforcement Directorate Already in the Picture

The state-level investigation arrives as the Enforcement Directorate (ED) is already examining an alleged transfer of ₹126 crore abroad under the Foreign Exchange Management Act (FEMA) in connection with the project. The ED is probing whether foreign exchange regulations were violated in payments reportedly made to overseas sports management companies, and is reviewing bank records, agreements, and the entities involved.

The agency has also sought documents from the GST Department and the erstwhile Sports Department, and is examining the role of private sponsors, corporate entities, and financial agencies outside Kerala that allegedly channelled funds to Reporter Broadcasting Company.

What the State Probe Goes Beyond

The new SIT investigation is expected to extend well beyond the FEMA angle, giving investigators access to government files, bank transactions, contracts, and the full decision-making process. Allegations of hawala transactions, money laundering, and the use of shell companies are also part of the broader scrutiny — though these remain at the preliminary stage and are yet to be established, officials noted.

The Kerala Vigilance Department is separately set to examine the alleged financial irregularities and the role of Reporter TV and officials associated with the event.

From Spectacle to Controversy

What was originally conceived as a landmark sporting spectacle under the previous Pinarayi Vijayan government has steadily evolved into a widening financial and administrative controversy. With multiple agencies now probing how the so-called 'Messi dream' was conceived, funded, and ultimately collapsed, the episode has become one of the most scrutinised sporting deals in Kerala's recent political history.

As the SIT takes shape, all eyes will be on whether the probe leads to accountability for the officials and private entities at the centre of the controversy.
