Kolkata, Dec 31 (NationPress) The Election Commission of India (ECI) has established a comprehensive accountability structure for the District Magistrates (DMs) and District Electoral Officers (DEOs) concerning the verification of identity documents provided by voters summoned for the ongoing hearings related to claims and objections on the draft voters' list. This process is part of the Special Intensive Revision (SIR) currently taking place in West Bengal.
During a meeting held on Tuesday, Deputy Election Commissioner Gyanesh Bharati, along with Chief Electoral Officer (CEO) of West Bengal, Manoj Kumar Agarwal, and other senior ECI officials, outlined the responsibilities and provided necessary instructions to the DMs and DEOs.
An innovative application is set to be launched for DMs and DEOs, enabling them to conduct final verifications of the authenticity of identity documents, certify them, and upload the results.
"The Commission has mandated a two-tier verification process for the authenticity of supporting documents, starting with the Electoral Registration Officers (EROs) followed by the DMs and DEOs. The Commission has now decided to implement a systematic framework for the final verification of these documents," stated sources from the CEO's office.
Additionally, DMs and DEOs are instructed to exclusively accept the 13 identity documents recognized by the Commission as valid.
In exceptional circumstances, where alternative documents are considered, prior approval from the ECI is required from the DEO in question.
Furthermore, the DEOs are held responsible for ensuring that no booth-level agents (BLAs) of any political party are allowed during the hearings concerning claims and objections on the draft voters' list.
They must also be prepared to address any incidents where political leaders might attempt to disrupt the hearing process. The Commission has directed DEOs to be present at the hearing venues if any such disruption occurs, as was the case earlier.
In instances where the Commission discovers any fraudulent documents erroneously approved as genuine due to negligence, the respective DEOs will be held accountable.
Deliberate mistakes could potentially impact the Annual Confidential Report (ACR) of the officials involved in the verification process.
The draft voters' list was made public on December 16, with the final list expected to be released on February 14 next year. Following this, the ECI will announce the polling dates for the significant Assembly elections in West Bengal scheduled for next year.
