Vaghani also mentioned that under the leadership of Chief Minister Bhupendra Patel, approximately 241 senior officers, including IAS and IPS officers, along with the complete Council of Ministers, will participate.

The 'Chintan Shivir' was initiated in 2003 by then Chief Minister Narendra Modi to reshape Gujarat's governance model to be more citizen-centric, efficient, and prepared for the future.
At a time when the state aimed to revitalize and modernize its administrative frameworks, PM Modi established the Shivir as a venue for Ministers, bureaucrats, and senior officials to step away from their daily tasks, engage in collective reflection, and devise comprehensive plans.
This initiative sought to dismantle departmental barriers, foster open communication, embrace technological and transparent practices, and formulate long-term development strategies, ultimately enhancing public service delivery and bolstering the state's administrative agility.
Continuing this legacy, the state government has incorporated modern technology, transparency, and a governance approach that is sensitive under the direction of CM Bhupendra Patel.
This year's Shivir will address a broad spectrum of vital topics, such as nutrition and public health, the expansion and diversification of the services sector, capacity building for a developed Gujarat, public safety, green energy, and environmental sustainability.
The Shivir will commence on November 27 with an inaugural session, followed by two days filled with discussions, group deliberations, and expert lectures from specialists across various fields.
The closing ceremony will also include the presentation of the Karmayogi Puraskar to district collectors and district development officers for the year 2024–25, according to Vaghani.
