Jammu, April 11 (NationPress) The Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, declared on Saturday that severe punitive actions will be taken against drug smugglers, which include the revocation of passports and Aadhaar cards, as well as the seizure of their properties. This announcement coincides with the launch of the ambitious 100-day initiative called ‘Nasha Mukt Jammu and Kashmir Abhiyaan’.

Outlining the government's strategy, the LG mentioned the introduction of a new Standard Operating Procedure (SOP) aimed at disrupting the drug trade both financially and legally.
“We will cancel the passports, Aadhaar cards, and driving licenses of drug smugglers. Their assets will be seized, bank accounts will be frozen, and comprehensive financial investigations will commence,” he elaborated.
He further stated that significant drug traffickers will be publicly named at the police station level to promote accountability and serve as a deterrent.
Addressing the broader implications, the LG remarked that drug trafficking serves as a funding mechanism for terrorism and societal destabilization. “A neighboring nation is flooding our youth with drugs. Every shipment that arrives is not merely a substance, but a weapon aimed at our future,” he articulated, instructing enforcement agencies to adhere to the principle: “Do not harass the innocent, but ensure that the guilty do not evade justice.”
During the campaign launch, the LG advocated for Pad Yatra and extensive awareness initiatives throughout Jammu and Kashmir, calling on youth, community leaders, and civil society to actively participate. “This struggle cannot be won solely by the administration; it requires a collective societal effort,” he stated.
He underscored the crucial role of women, especially mothers and sisters, in combating substance abuse, asserting that their awareness can significantly impact entire communities.
The LG stressed the importance of the next 100 days, detailing a comprehensive strategy that includes intensive grassroots awareness campaigns, counseling resources in educational institutions, ongoing community engagement, and targeted outreach to at-risk populations to mitigate the escalating drug crisis.
He announced the implementation of the Jammu and Kashmir Substance Use Disorder Treatment, Counseling and Rehabilitation Centre Rules, 2026, aimed at ensuring the effective operation of de-addiction facilities.
“Only accredited centers with sufficient personnel and resources will be permitted to function. Stringent actions will be taken against violators,” he warned.
Reaffirming a compassionate approach, the LG declared that individuals affected by addiction will receive comprehensive support for treatment, counseling, and rehabilitation. “We must aid victims in reclaiming normalcy while taking decisive action against those who ensnare them in this cycle,” he concluded.
