New Delhi, Feb 16 (NationPress) Former Delhi Chief Minister Arvind Kejriwal has expressed his willingness to attend a session with the Privileges Committee of the Delhi Assembly regarding the validity of the "Faansi Ghar" (purported Execution Chamber within Assembly grounds) in the early days of March, according to an official statement on Monday.

In a correspondence sent to the Assembly’s Secretariat, AAP National Convenor Kejriwal mentioned his hectic schedule as the reason for not being able to join the Committee’s meeting on Monday and asked if the Committee could reschedule the hearing to a more suitable date between March 2 and 6, 2026.

A court hearing regarding Kejriwal’s challenge against the Committee’s authority to summon him is set for February 21.

The latest communication from Kejriwal, which informs the Committee of his inability to attend, includes a written argument disputing the Committee's jurisdiction. He references multiple Supreme Court rulings and questions the rationale behind investigating a matter linked to a dissolved Delhi Assembly.

Kejriwal stated, "As I have previously indicated in my responses dated September 19, 2025, November 13, 2025, and November 19, 2025, the Delhi Assembly and its Privileges Committee lack jurisdiction over the authenticity of the Faansi Ghar."

He argues that the issue pertains to the 7th Vidhan Sabha and is rendered obsolete with the Assembly's dissolution on February 2, 2025.

“Since there was no pending motion regarding ‘Faansi Ghar’ at the time of the 7th Vidhan Sabha’s dissolution, the current 8th Vidhan Sabha has no jurisdiction on this matter,” asserted the AAP leader, conveying that the summons and notices directed at him are unlawful and violate a Constitution Bench’s ruling.

The former Chief Minister also referenced Supreme Court decisions to assert that privilege is limited to what is critical for the House's operations.

“The validity of the ‘Faansi Ghar’ does not relate to or serve as a necessity for the functioning of the Delhi Vidhan Sabha. Thus, the actions taken by the House/Privileges Committee lack fundamental jurisdiction,” Kejriwal added.

“I must reiterate that the summons requiring my presence again on February 16, 2026, is beyond jurisdiction and an assertion of power that neither the Vidhan Sabha nor its committees possess under the Constitution or any other law,” he said.

This issue pertains to the alleged misleading claims made during the previous AAP administration that inaccurately labeled a colonial-era ‘Tiffin Room’ as a ‘Faansi Ghar’ (Execution Chamber) on Assembly grounds. The matter was eventually forwarded to the Privileges Committee by Speaker Vijender Gupta.

The Privileges Committee has summoned Kejriwal multiple times, along with other AAP officials, including former Speaker Ram Niwas Goel, former Deputy CM Manish Sisodia, and former Deputy Speaker Rakhi Birla, to provide information or documents pertaining to the alleged existence of a ‘Faansi Ghar’ in the Assembly area.

Point of View

It's essential to recognize the complexities surrounding Kejriwal's situation. While he asserts jurisdictional overreach by the Privileges Committee, the ongoing scrutiny highlights the tensions within Delhi's political landscape. Regardless of the outcome, this case serves as a critical reminder of the intricate balance between legislative authority and accountability.
