In light of the uproar and repeated requests from Chairman Basavaraj Horatti, Naseer Ahmad, Political Secretary to Chief Minister Siddaramaiah and a Congress MLC, expressed his remorse over his earlier statements.
On Monday, during a discussion regarding the motion of thanks to the Governor's address to the joint session, Naseer Ahmad labeled Prime Minister Modi as a “desh drohi” (anti-national) in the presence of Siddaramaiah.
High drama ensued in the morning session on Tuesday as BJP members gathered in the well of the House immediately after the proceedings began, chanting slogans against Naseer Ahmad.
BJP MLC C.T. Ravi remarked, “No Indian tongue should speak about the Prime Minister in such a manner. This kind of speech belongs to Pakistan. If it were an Indian tongue, it wouldn't express itself like this. Only a Pakistani tongue can speak against Prime Minister Modi. Mr. Chairman, we need to investigate whose tongue this is.”
In response, Chairman Basavaraj Horatti clarified that there are no provisions in the rules permitting slogans in the well of the House.
C.T. Ravi pressed that there should be rules against making statements against the Prime Minister whimsically, asserting that only those with foul mouths could utter such words.
Chairman Horatti urged Leader of the Opposition Chalavadi Narayanaswamy to rein in C.T. Ravi, cautioning him that he was overstepping boundaries.
Despite this, Ravi questioned whether remarks made against the Prime Minister in the Chief Minister's presence should be tolerated.
In response to Ravi's comment regarding “Pakistan’s tongue,” Naseer Ahmad declared, “We were born and raised here in Karnataka. We can provide written confirmation of this. Suspend Ravi too.”
Chairman Horatti stated he had previously warned Naseer Ahmad against making statements about Prime Minister Modi in the House. “Mr. Naseer Ahmad, the consensus of the House is that you have insulted the Prime Minister. You should offer an unconditional apology to resolve this matter. Otherwise, the House proceedings will continue to be disrupted, and I will take necessary actions,” he said.
Naseer Ahmad asserted that when he made his earlier comment, the Chair should have considered the source of the provocation. He mentioned that one member had claimed there was nothing beyond Prime Minister Modi and alleged that industries were shutting down.
BJP members protested and pressed for Naseer Ahmad to apologize.
Chairman Horatti urged Naseer Ahmad to apologize for the sake of the House and advised against making a speech.
Naseer Ahmad reiterated that workers were being laid off in the country, prompting fresh objections from BJP members.
MLC Saleem Ahmad stated that Naseer Ahmad had expressed his comments out of anger upon hearing that nothing existed in the country without Prime Minister Modi, asserting that escalating the issue was inappropriate.
Chairman Horatti reminded Naseer Ahmad of his prior warnings, emphasizing that apologizing would not diminish him, and no further explanation was necessary.
Naseer Ahmad maintained that BJP members referred to them as “Pakistan’s tongues” and questioned whether they hailed from Pakistan, demanding action against Ravi as well.
Chairman Horatti instructed him to file a complaint and once again inquired if he would apologize for his remarks against Prime Minister Modi.
Naseer Ahmad expressed his hurt, stating that only Mahatma Gandhi was a “Vishwa Guru” and that he felt offended by claims presenting Prime Minister Modi as a “Vishwa Guru.”
Leader of the Opposition Chalavadi Narayanaswamy asserted that Naseer Ahmad was unfit to serve as Political Secretary to the Chief Minister and called for his removal from the House.
As chaos erupted, Chairman Horatti adjourned the House and convened a meeting with leaders from both parties. After the meeting, Naseer Ahmad stated in the House, “I was provoked into making that statement. If anyone was hurt by my comments, I sincerely regret it.”
