Meghalaya Chief Minister Conrad K. Sangma on Wednesday, 29 July announced the expansion of the state's 'Achiever of the Month' recognition programme to cover multiple sectors, beginning with music. The announcement was made at the felicitation ceremony for the Chief Minister's Meghalaya Grassroots Music Programme (CM-MGMP) 'Achiever of the Month' in Tura, signalling the government's intent to institutionalise talent recognition beyond entrepreneurship.

From Entrepreneurs to a Multi-Sector Award

The 'Achiever of the Month' initiative was originally launched in 2018 to acknowledge successful entrepreneurs. Under the expanded framework, one government department will identify and honour an outstanding individual at the Chief Minister's level every month. Music is the first category to be recognised, with sports slated as the focus for the next edition.

'We began this programme to celebrate entrepreneurship, but we believe excellence exists across many sectors. Every month, one department will identify and honour an achiever at the Chief Minister's level. We are starting with music, and the next edition will focus on sports,' Sangma said at the event.

Meghalaya's Music Ecosystem: Where It Stands

Sangma acknowledged that while Meghalaya has earned international recognition for its musical talent, the state historically lacked institutional mechanisms to systematically support artists. The CM-MGMP now supports thousands of musicians across the state through financial assistance and performance opportunities. He called on artists to prioritise original compositions, describing originality as essential for building a distinct identity and reaching global audiences.

Sangma also announced that future editions of flagship events such as the Cherry Blossom Festival would reserve dedicated performance slots for original music by local artists, creating greater visibility for home-grown talent.

Major Infrastructure Plans for Music and Entertainment

The Chief Minister outlined an ambitious long-term roadmap for the creative sector. Key projects include a large performance arena with a capacity of 40,000 to 50,000 people at the upcoming Knowledge City in Mawkynrew near Shillong, a dedicated music institute in Tura, a music-themed hotel featuring daily live performances, and a film city along with a film institute in Shillong.

Sangma also pointed out that the Northeast still lacks world-class recording studios, describing the gap as a significant investment opportunity and urging private players to participate in developing professional music infrastructure.

First Awardee and CM-MGMP Season 4

The inaugural CM-MGMP 'Achiever of the Month' award was presented to 25-year-old singer-songwriter Chegim Durama of Tura. Durama said financial assistance received under the programme enabled him to invest in recording equipment and produce new music. 'It reaffirmed that music deserved recognition and encouraged me to keep creating original work,' he said.

The event also unveiled plans for CM-MGMP Season 4, which will place greater emphasis on original compositions, artist development, transparent management systems, digital promotion, national and international exposure, and expanded paid performance opportunities. Following the ceremony, Sangma held an interactive session with musicians from across Meghalaya to hear their experiences and suggestions.

As Meghalaya moves to build a full creative economy — spanning performance, recording, film, and education — the expansion of the Achiever of the Month Award marks a concrete step toward making cultural excellence as institutionally valued as commercial success.
