The Voluntary Surrender Programme
The Finance Department of the Mizoram government launched a statewide kick-off programme titled 'Sensitisation of Voluntary Surrender of Pension Payment Order (PPO)' in Aizawl on Wednesday. The initiative is aimed at facilitating the return of PPOs held by persons drawing family pension on the basis of forged or otherwise invalid documents.
As part of the programme, the government has provided a three-month voluntary surrender window. Those who surrender their PPOs within the stipulated period will not be required to refund pension amounts already received, as the government has agreed to waive recovery of such sums.
What the Chief Minister Said
Addressing the launch event, Chief Minister Lalduhoma acknowledged that while some individuals had deliberately used forged documents to obtain family pension, others may have done so unknowingly. He stressed that the government is determined to end the misuse of public funds, regardless of intent.
He warned that once the voluntary surrender window closes, a government Task Force will undertake comprehensive field verification of all family pension beneficiaries. Those found to have illegally obtained family pension will have their pension discontinued and face legal proceedings.
Lalduhoma also flagged specific documents that will come under scrutiny — including Birth Certificates, Marriage Certificates, Divorce Certificates, Non-Marriage Certificates, Life Certificates, Income Certificates, and Ration Cards. Authorities responsible for issuing such documents have been urged to exercise utmost caution, and legal action may also be initiated against them where necessary.
State of the Pension System
According to official figures, 39,954 beneficiaries are currently receiving pension benefits under the Mizoram government. These include 22,139 Superannuation Pensioners, 11,194 Family Pension beneficiaries, 5,629 pensioners processed through the Centralised Pension Processing Centre (CPPC), 594 Voluntary Retirement pensioners, 289 Voluntary Retirement Scheme (VRS) pensioners, 69 Invalid Pension beneficiaries, and 40 Compulsory Retirement pensioners.
The Chief Minister noted that delays in pension processing are often caused by inadequate training of officials handling pension files and reaffirmed the government's commitment to a smooth, timely, and transparent pension system for all genuine beneficiaries.
