MP CM Fellows to cover all 55 districts in welfare scheme audit
Synopsis
Key Takeaways
Madhya Pradesh Chief Minister Mohan Yadav on Wednesday, 14 October 2026, announced that young professionals selected under the state's Chief Minister Young Professionals for Development Programme will be deployed across all 55 districts of Madhya Pradesh to assess the on-ground implementation of government welfare schemes and pinpoint delivery gaps. The announcement came during the inaugural session of a five-day training programme held in Bhopal.
What the Programme Involves
The CM Fellows will evaluate both Central and state government schemes at the grassroots level, working alongside district administrations to identify shortcomings and recommend improvements. Chief Minister Yadav urged the fellows to engage closely with senior district officials, gram panchayats, and elected local representatives to understand how policies translate into practice on the ground.
'These young professionals will evaluate the implementation of Central and state government schemes and identify shortcomings so that necessary improvements can be made,' Yadav said while addressing the participants.
What the Chief Minister Told the Fellows
'Do not treat your responsibilities merely as a job. Work for the betterment of the state and ensure that the benefits of welfare programmes reach the common people,' the Chief Minister said. He also advised participants to prioritise time management, communicate effectively with the public, and remain composed when confronted with field-level challenges. Yadav stressed the importance of combining academic knowledge with practical experience and fostering innovation in governance.
Training Structure and Coverage
The training programme is being conducted at the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis in Bhopal. It will cover data analysis, district-level administrative structures, and the mechanics of government functioning. Senior officials from departments handling tribal welfare, health and family welfare, women and child development, revenue, agriculture, and panchayat and rural development will serve as trainers.
Institute Vice-Chairman Rajiv Dixit said the sessions are designed to familiarise the fellows with administrative processes and the practical challenges of implementing government programmes at scale.
Year of Youth and the State's Governance Calendar
Chief Minister Yadav also announced that Madhya Pradesh will observe 2027 as the Year of Youth, with year-long activities planned to strengthen young people's participation in development and leadership. This follows a pattern of thematic annual designations: the state had earlier declared 2025 the Year of Employment and Investment and 2026 the Year of Farmers' Welfare. The CM Fellows initiative sits squarely within this framework — an effort to channel youthful energy directly into governance accountability.
With all 55 districts in scope, the programme represents one of the more ambitious grassroots audit mechanisms attempted in the state in recent years, and its success will hinge on how freely the fellows can flag failures without administrative pushback.
