NCW Proposes Lifelong Medical Aid and Justice Initiatives for Acid Attack Survivors

These recommendations stem from a Round Table Consultation titled 'Navjeevan: A Consultation on Care, Justice & Dignity for Acid Attack Survivors', which took place in January. The NCW advocated for the recognition of acid attack survivors under the Rights of Persons with Disabilities Act, 2016.
Among the suggested measures are the issuance of disability certificates, integration into the Unique Disability ID system, and automatic access to welfare schemes, reservations, and social protection benefits.
Furthermore, the Commission urged for the prompt advancement of the Victims of Acid Attacks Bill, 2022.
To improve medical care, the NCW proposed the obligatory enforcement of the Golden Hour Protocol in all hospitals, the establishment of institutionalized psycho-social support for survivors, and fast-tracking investigations and trials with set timelines and simplified FIR processes.
The recommendations have been directed to multiple ministries, including the Ministry of Home Affairs, Ministry of Health and Family Welfare, Ministry of Women and Child Development, and the Ministry of Social Justice and Empowerment, as stated in the official communication.
The NCW has also recommended implementing mandatory Zero FIR registration, allowing survivors to file cases anywhere across the country, regardless of where the attack occurred.
Additionally, the NCW called for the appointment of dedicated legal officers, the strengthening of legal provisions with improved evidence protocols, and the expedited processing of the Victims of Acid Attacks Bill, 2022.
Highlighting the necessity for financial security and compensation for survivors, the NCW proposed the establishment of a uniform national compensation framework with timely disbursement, Direct Benefit Transfer linked to FIR registration, increased compensation based on the severity of injuries, monthly pensions, and transparent online grievance redressal systems.
To foster economic empowerment and livelihood, the NCW suggested the promotion of skill development, digital literacy, and support for entrepreneurship through government schemes tailored for survivors.
In addition to advocating for stricter regulations on acid sales through enhanced licensing requirements, the NCW recommended the creation of a National Acid Attack Case Tracking Registry; integration of FIRs, medical records, and compensation systems; development of real-time dashboards; and periodic public reporting to ensure transparency and accountability, as noted in the statement.
