Kathmandu, Dec 15 (NationPress) The Election Commission of Nepal (EC) has granted permission to four international organizations alongside 26 domestic entities to monitor the parliamentary elections set for March 5, 2024.
The approved organizations include The Carter Center from Atlanta, USA; ANFREL (Asian Network for Free Elections); the Multidisciplinary Institute of Training and Learning from Massachusetts, USA; and the International Republican Institute, as announced by the EC on Monday.
Domestic civil society groups have also been authorized to conduct election monitoring.
Nepal has a tradition of inviting international observers for federal and provincial elections, but they are not present at local elections.
The Carter Center and ANFREL have a longstanding role in observing elections in Nepal. However, it is notable that the Carter Center did not participate in the 2022 elections, although it had previously monitored the elections in 2008, 2013, and 2017. The EC had called for applications from interested international observers on October 28.
Organizations seeking accreditation for observing Nepal's elections must demonstrate experience in areas such as good governance, democracy, peacebuilding, and human rights. They must also have submitted timely reports to the Election Commission after previous observations and must not have faced penalties for human rights violations or breaches of the election code, according to EC guidelines.
Additionally, the Nepali government has announced the formation of a high-level political dialogue committee aimed at engaging various political parties and stakeholders. This move comes in response to complaints from political entities regarding the government's unwillingness to maintain law and order to create a favorable environment for the elections.
A cabinet meeting held on Monday confirmed the establishment of this committee, which will be coordinated by Law Minister Anil Sinha.
