Why Are Palm Climbers Demanding the Lifting of the Toddy Ban in Tamil Nadu?
Synopsis
Key Takeaways
Chennai, Feb 10 (NationPress) A group of palm climbers and traditional toddy tappers organized a demonstration at the Krishnagiri District Collectorate on Tuesday, requesting the Tamil Nadu government to abolish the long-standing ban on toddy to protect their diminishing livelihoods.
Members of the Salem Zone Coconut Palm Tree Climbers Welfare Association submitted an official petition to the district administration after conducting a sit-in outside the collector's office.
They called for the state to repeal restrictions on toddy tapping, advocating for their right to legally collect and market palm neera and toddy, which they argue is integral to their traditional occupation and cultural identity.
Since 1987, toddy has been banned in Tamil Nadu under the Tamil Nadu Prohibition Act, leaving countless palm-dependent workers without a reliable income source.
The climbers expressed that the ban has drastically impacted families who have depended on palm trees for generations, driving many into financial distress and forcing some to abandon their ancestral trades.
In their petition, the association urged the government to remove toddy from the Prohibition Act and categorize it as a food product, referencing guidelines from the National Food Security Act. They contended that fresh palm neera is a wholesome, natural beverage and should not be classified as an illegal substance.
“We are not criminals. This is our traditional livelihood,” declared one of the association leaders during the protest. “Instead of penalizing us, the government should recognize toddy tapping as a legitimate profession and assist us.”
The workers also reported frequent police harassment, claiming that officers often intimidate them against extracting palm neera, summon them for questioning, and confiscate their tools. They alleged that legal actions have been taken against climbers simply for tapping palms for personal use.
The association insisted that no criminal charges be filed against climbers engaged in toddy or neera extraction for personal consumption and demanded an end to police intimidation and the seizure of their equipment.
Officials at the collectorate acknowledged the petition and assured the protesters that their demands would be presented to the state government for review.
For the palm climbers, the message was unequivocal: lifting the toddy ban is not merely a policy reform but a matter of survival for thousands of rural families throughout Tamil Nadu.
