Patna Sadar Sub-Divisional Magistrate (SDM) Gaurav Kumar has mentioned that because of the prevailing circumstances, it is essential to invoke Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) to uphold law and order within and around the Assembly complex during the session.
Under this order, any unlawful activities are strictly forbidden within the designated zone.
Prohibitions include assemblies of five or more individuals, demonstrations, processions, dharnas, gheraos, as well as the possession of firearms, ammunition, explosives, or weapons such as knives, spears, and axes, alongside unauthorized use of loudspeakers.
The restrictions will be enforced within the perimeter from Patna Zoo Gate No. 01 to Vishweshwaraiah Bhawan via Nehru Path, Kotwali T-Point, R-Block roundabout to the railway line, Chitkohra roundabout to Veterinary College, and Kotwali T-Point via Buddha Marg to Patna GPO roundabout.
Exceptions to these restrictions apply to government officials and police/military personnel on duty, members of the Legislative Assembly and Council, officers and staff assigned to the Assembly or Council, individuals holding valid passes issued by the Assembly or Council Secretariat, and vehicles displaying valid government-issued passes.
The administration asserts that these prohibitory measures are crucial in fostering an orderly atmosphere during the Assembly session, thereby preventing any disruptions to legislative proceedings.
