Mishra, the Principal Secretary to Prime Minister Narendra Modi, articulated on Thursday that contemporary governance requires collaboration over hierarchical structures, noting a shift in expectations for today’s civil servants from incremental improvements to accelerated transformation.
During the Plenary Session of the UPSC’s Shatabdi Sammelan Programme held in New Delhi, Dr. Mishra remarked that factors like technology advancements, urbanization, climate change, and recurring disasters have significantly altered the roles of civil servants, pushing for a governance model that values collaboration over traditional hierarchies.
He highlighted that expectations have evolved from mere process adherence to effective outcome delivery, from gradual enhancements to swift transformations, shifting from isolated government sectors to a cohesive digital infrastructure, and from a government that serves to one that collaborates with citizens via Jan Bhagidari.
Mishra stated that India is currently at a pivotal moment in its journey towards Viksit Bharat 2047.
He insisted that the decades leading to Viksit Bharat should adhere to three core principles: restructuring civil services for a developmental and service-oriented approach; redefining selection processes to attract highly capable individuals; and fostering a lifelong learning environment.
He emphasized that shifting expectations from civil servants are apparent in various sectors including digital payments, social welfare, health, infrastructure, logistics, skills development, taxation, urban management, and rural advancement, now reaching into cutting-edge domains where India aspires for global leadership such as quantum technologies, space exploration, and sustainable economies.
Mishra asserted that civil services are central to India's path towards Viksit Bharat and encouraged officers to think beyond conventional boundaries, collaborate across sectors, and anchor their endeavors in humility, integrity, and purpose.
He noted the importance of engaging with data as confidently as with individuals, balancing ethical considerations with administrative capabilities, and committing to ongoing learning while leading.
