Key Takeaways
Jaipur, Feb 12 (NationPress) The Rajasthan Budget for 2026–27 has introduced a comprehensive set of initiatives aimed at enhancing youth employment, fostering entrepreneurship, and promoting skill development, positioning the younger demographic as the focal point of the state's developmental agenda, according to an official statement.
The state government has established a goal of generating 15 lakh jobs by March 2029 under the newly proposed Rajasthan Employment Policy 2026.
Significant measures include the creation of the Rajasthan State Testing Agency (RSTA) to facilitate transparent recruitment processes, a self-employment initiative projected to assist 30,000 youth, the establishment of AI and deep-tech focused Techno Hubs in three cities, expansion of vocational training in educational institutions, and the introduction of foreign language and advanced skill training programs.
To motivate youth to shift from being job seekers to job creators, the state government will offer 100% interest subsidies and margin money grants on loans up to Rs 10 lakh for one lakh youth under the Chief Minister’s Youth Self-Employment Scheme.
Over Rs 1,000 crore has been earmarked for this initiative, with expectations of serving 30,000 beneficiaries in its initial phase.
A “Vibrant Programme” will be implemented in selected colleges across every district to nurture a start-up culture among students, in partnership with knowledge allies. The “Dream Programme” will provide technology-driven career counseling, employability training, and digital mentoring. The “Rajsavera” initiative will support the state’s ambition of achieving a drug-free Rajasthan.
To mitigate concerns regarding examination integrity, the establishment of the Rajasthan State Testing Agency will be prioritized. New online testing centers will be launched to conduct recruitment examinations throughout the week, aiming to minimize academic interruptions and enhance transparency.
The Budget also seeks to bolster the skilling ecosystem through the state’s inaugural Outcome-Based Skill Impact Bond, where payments will be contingent on placement outcomes.
Through the foreign language training initiative, 1,000 youth will be trained in English, French, Japanese, German, and Korean to improve their global job prospects in sectors such as hospitality, IT, and healthcare. Additionally, 20,000 workers in the unorganized sector will be evaluated and certified under the Recognition of Prior Learning (RPL) program.
Techno Hubs equipped with tinkering labs, deep-tech laboratories, AI, and data labs will be established in Ajmer, Bharatpur, and Kota. Institutes for Skill Development and Vocational Training will be set up in each district, while the iStart Ambassador Programme will provide mentorship to start-ups and assist them in scaling their operations.
Vocational education will be introduced in an additional 500 schools, with a budget allocation of Rs 51.10 crore. The “School to Work” program will be initiated, upgrading one school in each district into an advanced vocational higher secondary institution to promote entrepreneurship and job-oriented education.
Under the Dr Bhimrao Ambedkar Rajasthan Dalit Adivasi Udyam Protsahan Yojana (BRUPY), 1,022 loan applications were sanctioned by December 2025–26, benefiting 890 applicants with loans totaling Rs 222.95 crore. The Budget aims to cover 2,500 beneficiaries under this scheme.
Moreover, loans amounting to Rs 764.43 crore were approved for 706 units under the Youth Entrepreneurship Promotion Scheme.
The Rajasthan Employment Policy 2026 aspires to create 15 lakh jobs by March 2029, emphasizing the need to enhance workforce participation and promote inclusive economic growth.
