Telangana Chief Minister A. Revanth Reddy on Tuesday, 22 September directed officials to disburse compensation to victims of sexual assault from Scheduled Caste (SC) and Scheduled Tribe (ST) communities through a dedicated 'Green Channel' fast-track mechanism. The directive came during a high-level review meeting on the implementation of the SC/ST (Prevention of Atrocities) Act, 1989, held in Hyderabad.

A Historic First for Telangana

The meeting was convened under the chairmanship of the Chief Minister as part of the State-level High-Power Vigilance and Monitoring Committee — notably, the first such committee session held under a Chief Minister's chairmanship since the formation of Telangana state. According to the Chief Minister's Office (CMO), the committee reviewed registered cases, investigation progress, trial proceedings, case resolution timelines, and the assistance and rehabilitation extended to victims to date.

Welfare Schemes and Community Uplift

Chief Minister Revanth Reddy underscored that the state government was addressing incidents of sexual assault on humanitarian grounds. He highlighted a range of welfare measures already in place for SC and ST communities, including the distribution of fine rice and nutritious food to Dalit and tribal groups across the state.

The government is also providing breakfast to 27.5 lakh students — from nursery to Class 12 — statewide. Under the 'Indiramma' housing scheme, 31% of total beneficiaries are from Dalit communities, while 17% of sanctioned houses have gone to Scheduled Tribes. Revanth Reddy also recalled that former Prime Minister Indira Gandhi had distributed assigned land titles (pattas) covering 25 lakh acres to SC and ST communities, describing her as an inspiration for the government's current approach of allocating funds proportional to population demographics.

Education as the Cornerstone

'Education alone transforms lives,' the Chief Minister emphasised, adding that the problems faced by marginalised communities cannot be resolved without access to quality education. He appealed to SC and ST families to encourage their children to pursue both education and sports. 'Let us work towards the development of these communities, rising above politics,' he said.

Senior Officials and Lawmakers Present

The meeting was attended by Deputy Chief Minister Mallu Bhatti Vikramarka, Minister Adluri Laxman Kumar, Government Advisor Shabbir Ali, Members of Parliament Mallu Ravi, Balaram Naik, and Kadiyam Kavya, as well as several MLAs and an MLC. Chief Secretary Sanjay Jaju, Director General of Police (DGP) CV Anand, and chairpersons and members of the SC/ST Commissions were also in attendance, reflecting the government's intent to align administrative, legislative, and law-enforcement machinery behind the Act's implementation.

The Green Channel directive is expected to significantly reduce delays in compensation disbursals — a longstanding grievance among SC and ST victim groups — and the government is likely to face scrutiny on timelines and case-resolution targets in the weeks ahead.
