The Lucknow Innovation Hub
A key structural element of the partnership is the IBM GovTech AI Innovation Center in Lucknow, which will function as a joint incubation and demonstration hub. Government departments, public sector bodies, and enterprises will be able to evaluate practical sovereign AI applications at the centre and resolve technical, operational, and governance challenges before scaling deployments nationwide.
This positions Lucknow — and by extension Uttar Pradesh — as a node in India's emerging sovereign AI infrastructure, a notable signal given the state's size and the Centre's digital governance ambitions.

Sriram Raghavan, General Manager, IBM Software, India and Software Innovation Lab, said sovereign AI goes beyond geography. 'Sovereign AI is not simply about where AI runs. It is about giving organisations control over how AI is governed, deployed and operated,' Raghavan said. He added that IBM Sovereign Core provides an enterprise-grade platform designed to help governments and regulated enterprises scale AI while meeting governance, security, and compliance requirements.
Pratyush Kumar, Co-Founder of Sarvam, emphasised that sovereign AI must integrate with systems governments already rely on. 'Our stack puts models, voice and language technologies on top of it, so a citizen can access a benefit or resolve a grievance in their own language, on a phone call,' Kumar said — a direct reference to India's vast vernacular-language user base and the role of voice interfaces in last-mile delivery.

The IBM-Sarvam tie-up arrives as India accelerates its push for technological self-reliance in AI, a domain where data sovereignty and regulatory compliance have become central concerns for policymakers. India's IndiaAI Mission, backed by a ₹10,372 crore outlay, has already flagged sovereign compute and indigenous model development as priorities. Partnerships that combine global enterprise AI infrastructure with domestically built language and voice models address a critical gap: most large language models remain optimised for English and Western regulatory contexts.
Notably, Sarvam is among a small cohort of Indian AI startups building foundational models rather than application layers, making its integration with IBM's enterprise stack a structural rather than cosmetic collaboration.
