Key Takeaways
New Delhi, Feb 19 (NationPress) Prime Minister Narendra Modi declared on Thursday the establishment of a National Centre of Excellence (NCoE) for Skilling in Aeronautics and Defence at the National Skill Training Institute (NSTI) located in Kanpur.
This Centre will be created in partnership with the Government of France as part of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) initiative from the Ministry of Skill Development and Entrepreneurship (MSDE).
The announcement was made during a joint press briefing with the President of France while launching the India–France Year of Innovation and related collaboration projects, including the new Centre of Excellence in aeronautics.
The envisioned Centre in Kanpur aims to offer advanced skill training in areas such as aeronautics, Maintenance, Repair and Overhaul (MRO), airport operations, defence manufacturing, and other related sectors.
Designed as a premier institution, it seeks to enhance India’s aviation skilling landscape and bolster the nation’s growing aerospace and defence industries.
Minister of State (Independent Charge) for Skill Development and Entrepreneurship and Minister of State for Education, Jayant Chaudhary, articulated that the PM-SETU scheme is revolutionizing India’s Industrial Training Institute (ITI) framework.
He further noted that the Centre in Kanpur will cultivate a robust pipeline of globally qualified aviation experts and deepen the strategic collaboration between India and France in advanced technology domains.
This initiative exemplifies the government's dedication to aligning skill development with international standards and equipping youth for upcoming prospects in aeronautics, defence, and advanced manufacturing.
A Letter of Intent was signed between the Ministry of Skill Development and Entrepreneurship and the Government of France to facilitate collaboration on establishing the Centre under the PM-SETU scheme.
This effort builds upon the India–France Strategic Partnership and follows a Memorandum of Understanding signed in 2025 regarding skill development and vocational education and training.
The partnership will encompass collaboratively designed curricula, training-of-trainers programs, regular evaluations, exchange initiatives, language training, and structured mobility pathways.
Additionally, both nations will work together in fields such as aeronautics, space, and other related sectors. The Letter of Intent signifies the commitment of both governments and will lead to a formal agreement outlining specific collaborative activities.
