Punjab Chief Minister Bhagwant Mann on Tuesday, 28 April presented a detailed report card of his recent visits to the Netherlands and Finland, announcing that the state government has secured concrete global partnerships in agriculture, industry, and innovation. Mann said the tie-ups will directly benefit farmers, youth, and Punjab's broader economy, with a flagship ₹1,300 crore investment backed by the Japan International Cooperation Agency (JICA) anchoring the announcements.

Key Highlights from the Netherlands Visit

The Punjab delegation visited Keukenhof, one of the world's most renowned horticulture models, which reportedly attracts 40,000 visitors daily. The delegation interacted with representatives there and explored the possibility of exporting roses from Punjab to international markets. Mann said discussions also covered collaboration for the development of horticulture in the state.

The delegation further visited the World Horticulture Centre and held talks with representatives of the Netherlands India Chamber of Commerce and Trade. A particularly striking demonstration involved indoor cultivation technology capable of producing 100 kg of tomatoes per square metre — compared to just 6 kg from equivalent outdoor land — a development Mann described as transformative for Punjab's farming sector.

JICA-Backed Investment and Crop Diversification

Central to the announcements is a ₹1,300 crore investment facilitated through the JICA partnership, which Mann said will play a key role in driving crop diversification in Punjab. The state has long been under pressure to move away from its water-intensive paddy-wheat cycle, and Mann positioned these international collaborations as a structural remedy.

During discussions, both sides agreed to cooperate on high-value crops and export-quality production, while also exploring joint projects in modern agricultural techniques and sustainable farming. Mann said the visit opened avenues for new industrial investments and tie-ups, along with opportunities for skill development and educational exchange.

Finland: Technology, Innovation, and Education

The Finland leg of the visit focused on technology and innovation exchange, with an emphasis on building strategic partnerships in semiconductors, electronics, and R&D. Mann said an agreement was reached on technology exchange and a plan was outlined for the holistic development of Punjab through collaboration in education and research.

An Investment Road Show was also held during the visit to promote foreign investment and explore opportunities in emerging sectors, signalling Punjab's intent to position itself as a destination for high-value global capital.

Mann framed the visits as a strategic pivot — moving Punjab's economic identity beyond agriculture-as-usual toward innovation-driven farming, industrial investment, and global knowledge exchange. The state's Punjabi diaspora was also engaged during the visit, adding a community diplomacy dimension to the tour.

With sectoral guidelines and formal investment timelines yet to be announced, the next test will be whether these partnerships translate into on-ground outcomes for Punjab's farmers and youth in the coming months.
