Hawaii, Dec 8 (NationPress) Emphasizing the Quad's dedication to dependable and effective life-saving support for regional communities, representatives from India, Australia, Japan, and the United States convened to discuss enhancing the alliance's disaster-response capabilities across the Indo-Pacific during the recently conducted 4th Annual Quad Humanitarian Assistance and Disaster Response (HADR) Strategic Meeting and Tabletop Exercise in Honolulu.
"As a foundational element of the Quad partnership, HADR serves as a key aspect of the group's mission to promote peace, security, prosperity, and resilience in the Indo-Pacific," stated a Joint Statement released following the annual meeting organized by the United States from December 2-5.
"The Quad’s coordinated humanitarian assistance in response to the catastrophic earthquake in Myanmar earlier this year showcased the Quad’s capacity to mobilize resources and swiftly provide life-saving aid," it continued.
The Quad Partnership on Humanitarian Assistance and Disaster Relief (HADR) was introduced by the Quad Leaders in Tokyo on May 24, 2022, as part of a mutual vision for a free and open Indo-Pacific that is inclusive and resilient.
A few months later, the Foreign Ministers of Australia, India, and Japan, along with the Secretary of State of the United States, convened in New York in September 2022 and enacted the Guidelines for the Quad HADR Partnership.
The enactment of the Guidelines marked a pivotal moment in Quad collaboration, which traces its roots back to the 2004 ad hoc Tsunami Core Group that spearheaded international response efforts following the tsunami that impacted numerous nations in the region.
According to the Ministry of External Affairs (MEA), this partnership is designed to address the vulnerabilities of the Indo-Pacific region and provides a dedicated framework for Quad partners to synchronize their disaster response efforts. This mechanism enhances their capacity, capability, interoperability, and operational synergy for executing HADR missions.
"A request for international assistance is required before Quad partners can coordinate their actions under the Partnership. Quad partners may deliver joint or coordinated individual aid during crisis preparation, crisis response, or post-crisis evaluation phases of disaster management. All humanitarian actions will respect the sovereignty, territorial integrity, and national unity of the affected nation," the MEA elaborated.
