New Delhi, Feb 10 (NationPress) The centralised digital database, National Integrated Database on Arrested Narco-Offenders (NIDAAN), now hosts 9.50 lakh searchable records of individuals arrested and convicted under the NDPS Act, significantly bolstering enforcement measures, as disclosed in the Lok Sabha on Tuesday.
According to Nityanand Rai, Minister of State for Home Affairs, NIDAAN has been developed by the NCB in partnership with the Inter-Operable Criminal Justice System (ICJS). This platform consolidates data from all Drug Law Enforcement Agencies nationwide, including vital information such as identity details, photographs, fingerprints, case specifics, and court-related details.
Rai emphasized that NIDAAN aids investigating agencies in opposing bail applications, pursuing bail cancellations, monitoring habitual offenders, and supports the formulation of proposals under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act, 1988, thereby enhancing coordinated and proactive enforcement.
In discussing the country's battle against drug trafficking networks, he mentioned that the government has sanctioned a scheme for the Modernisation of Forensic Capacities, with a budget of Rs 420 crore earmarked for upgrading Forensic Science Laboratories (FSLs) across States and Union Territories.
Under the “Assistance to States & UTs for Narcotics Control” scheme, financial aid is being extended to eligible States to bolster enforcement capabilities against illicit trafficking in NDPS substances.
Rai further noted that the government has fortified inter-ministerial and inter-agency collaboration through the Narco-Coordination (NCORD) mechanism, which provides a structured platform for cooperation among Central Ministries, State Governments, and enforcement agencies to monitor drug trafficking, precursor diversion, demand reduction, and rehabilitation. This has led to enhanced enforcement outcomes and improved intelligence-sharing.
To date, nine Apex NCORD meetings and six Executive NCORD meetings have been conducted to guide policy formulation, enhance inter-ministerial coordination, and review the comprehensive narcotics control framework, as per the Union Minister's remarks.
At the operational level, a total of 253 State NCORD meetings and 12,471 District NCORD meetings have taken place nationwide.
