Before the Unrest, Manipur Was Flourishing with Growth and Governance: CM Biren Singh

Imphal, Dec 25 (NationPress) Manipur's Chief Minister N. Biren Singh remarked on Wednesday that the state was progressing positively in terms of development and good governance prior to the onset of ethnic violence in May last year, which has had a detrimental effect on the daily lives of residents in this northeastern state.

Speaking at the Good Governance Day event in Imphal, the Chief Minister highlighted that Manipur was indeed on a promising path before May 3, 2023. The state had successfully hosted various significant events, including G-20 gatherings, the Femina Miss India pageant, and a tri-nation football tournament.

Biren Singh acknowledged that the law-and-order situation in the state has not been ideal, and noted that when his administration took office in 2017, his primary goal was to implement people-centric governance.

The Chief Minister elaborated on several initiatives and missions launched under his leadership aimed at enhancing the welfare of the populace.

He introduced the “Meeyamgi Numit” scheme, designed primarily to facilitate governance that is focused on the community.

Under the “Meeyamgi Numit”, various services were offered on-site, including the issuance of certificates, permits, verification of documents, and the collection of land revenues. Additionally, services like soil health cards, farmer cards, health check-ups, blood sugar and pressure tests, and assistance with MGNREGS queries were provided. The initiative also included account creations at banks, distribution of fire extinguishers and medical kits to schools, provisions for differently-abled students, and support from the Legal Services Authority, as well as applications for old age pensions, revenue-related matters, water connections, and ration cards.

The Chief Minister remarked that the Covid pandemic was a significant setback; otherwise, Manipur could have achieved even greater milestones.

He also discussed the “Go to Hills” mission, which was initiated at a crucial moment to bridge the gap between the hilly and valley areas.

Biren Singh noted that the enrollment rates in government schools have surged by 40-50 percent, indicating a growing public trust in the government education system.

He emphasized the importance of initiatives such as the College Fhagathansi Mission and the Chief Ministergi Artistesinggi Tengbang (CMAT), asserting that these programs are centered around serving the people.

These initiatives, he stated, exemplify good governance.

Biren Singh also paid tribute to former Prime Minister Atal Bihari Vajpayee, describing him as a visionary leader who established the DoNER (Development of North Eastern Region) Ministry to promote comprehensive development across the eight northeastern states.
