What the Campaign Covers
Under the initiative, residents will be screened and provided management support for a range of conditions, including diabetes, hypertension, three major cancers — oral, breast, and cervical — heart disease, non-alcoholic fatty liver disease (NAFLD), and chronic obstructive pulmonary disease (COPD). Patients requiring further evaluation will receive free essential laboratory and diagnostic tests at nearby health facilities.
The campaign also extends to tele-consultation for medicine facilitation in cases where in-person access is limited, and critical cases will be referred to higher-level health facilities.
How It Will Be Delivered
ASHA workers and ASHA facilitators, accompanied by Auxiliary Nurse Midwives (ANMs), will conduct door-to-door surveys, fill out family folders and Community-Based Assessment Checklist (CBAC) forms to identify high-risk individuals, prepare patient line-lists, and encourage adherence to prescribed medication and follow-up schedules.
Community Health Officers (CHOs) and ANMs will screen individuals aged 30 years and above at Ayushman Arogya Mandirs, assessing height, weight, and Body Mass Index (BMI). Medical Officers will supervise diagnostic tests, outpatient screening, treatment, and the management of complex cases, while also ensuring accurate and timely data entry.
Monitoring and Oversight Structure
A multi-tier review system has been established to track the campaign's progress. At the block level, the Block Community Mobiliser (BCM) will serve as the nodal officer, with the Block Health Manager (BHM) and the Medical Officer-in-Charge conducting daily reviews to address any operational gaps.
At the district level, a designated NCD nodal officer will oversee the campaign. The Civil Surgeon-cum-Member Secretary, District Programme Manager (DPM), and District Monitoring and Evaluation Officer (DM&EO) will review progress — including human resource availability and medicine supply — through video conferencing.
Data and Targets
The State Health Society has directed officials to ensure real-time data entry on the NCD portal throughout the campaign's duration, with an explicit goal of achieving 100 per cent of the targets set under the initiative. This comes amid a broader national push to strengthen primary healthcare delivery through community-level outreach, particularly in states with large rural populations such as Bihar.
Notably, NCDs — which include cardiovascular conditions, cancers, and respiratory diseases — account for a significant share of disease burden in India, with early detection widely regarded as the most cost-effective intervention. The doorstep delivery model attempts to bridge the access gap that has historically limited NCD screening uptake in rural Bihar.
