Under the new framework, every coaching institute operating in Bihar must furnish complete details of its enrolled students to the respective district administration. Coaching centres have also been prohibited from scheduling classes during the official teaching hours of schools and colleges — a provision intended to ensure that formal classroom education remains students' primary focus. Notably, the restriction will not apply to students who have already completed their school or college education and attend coaching independently.

Chief Minister Samrat Choudhary shared the announcement through a post on X, reaffirming the government's commitment to discipline and quality in education. 'Prioritising the interests of students in the state, important directives have been issued to the Education Department regarding the operation of coaching institutes. It will be mandatory for all coaching institutes to provide the relevant district administration with details of the students enrolled with them,' Choudhary said.

He added that no coaching institute should operate during the scheduled teaching hours of schools and colleges, and reiterated that the exemption covers students who have already completed their regular education. 'The Education Department has been directed to formulate regulations in this regard. Ensuring discipline, transparency, and quality teaching within the education system is our commitment,' the Chief Minister stated.

The Bihar Education Department has been tasked with drafting detailed regulations and implementation mechanisms to give effect to these directives. Officials believe the new framework will establish greater accountability among coaching centres while shielding students from excessive academic pressure and irregular practices.
